Work in Kuwait is contingent upon the applicant’s ability to obtain a work permit from the State of Kuwait, which is requested on the applicant’s behalf by their employer. Effective January 1, 2021, the Kuwait Public Authority of Manpower issued new work permit regulations, informing contractors that it will not issue a work permit to any individual who is fifty-nine (59) years or older and holds a high school grade certificate or less. A bachelor’s degree or higher is required for all candidates fifty-nine (59) years or older. See Administrative Decision No. (520) of 2020 AD – Amendment to the Administrative Decision No. (552) of 2018 on Issuing the Work Permit Regulations. Candidates with a current Visa 18 (residency visa) are excluded from the education requirement.
Purpose: Provides overall direction to the financial support functions of APS-5 in Kuwait and coordinates the activities of the Finance and Accounting (F&A) Department. Maintains close communication with the Business Manager and Amentum Government Services Group in Fort Worth, TX concerning financial matters that affect the APS-5 mission.
Essential Duties & Responsibilities:
Coordinates the strategic direction of the Finance and Accounting Department with the Business Management Director.
Reviews policies and procedures developed by organization elements within the F&A Department ensuring they document actual practices and that they comply with company policy and guidance.
Prepares cost and financial management CDRLs in accordance with the performance work statement (PWS).
Prepares monthly subcontractor and employee benefits accruals.
Manages finance support team to ensure timesheet compliance and accuracy, as well as the on-time payment of vendor invoices.
Primary liaison with internal compliance reviews and external government audits.
Primary liaison with corporate financial personnel for financial statements and reporting.
Guides the F&A Department staff to ensure meeting of corporate reporting requirements.
Ensures accounting practices are in compliance with Generally Accepted Accounting Practices (GAAP), FAR, CAS and Sarbanes Oxley requirements.
Manages costs accounting and reporting with Contracts Department to ensure compliance with funding CLINs.
Performs other related duties as assigned or directed.
Minimum Position Knowledge, Skills & Abilities:
Education:
Bachelor’s degree in Finance or Accounting highly preferred; a combination of work experience and education may be considered in lieu of college degree.
Experience:
Minimum 10 years of job-related experience or equivalent education and experience.
5 years government contract accounting experience required.
5 years’ experience in compliance with FAR/DFAR and Defense Contract Audit Agency (DCAA) requirements.
5 years supervisory experience preferred.
Specialized Knowledge, Skills & Abilities:
Requires a thorough knowledge of Generally Accepted Accounting Principles and a complete understanding of the Cost Accounting Standards.
A thorough knowledge of the accounting software Deltek and Costpoint required.
Must have demonstrated leadership and management skills, including a professional demeanor, the ability to communicate a vision and excellent time management.
Must be able to work effectively with all levels of employee.
Must have strong interpersonal and negotiation skills.
Must have a collaborative work style, one which fosters cooperation and teamwork.
Must be able to exercise discretion and good judgment, with an ability to understand the effect of decisions overall in the company.
Must be able to handle confidential company and employee information with complete discretion.
Must be able to prioritize responsibilities in order to handle a demanding workload.
Must have exceptional analytical skills, including the ability to extract, compile and analyze data.
Must have high level of proficiency in Word, Excel, Outlook, and related applications.
Must be detail oriented with a high degree of accuracy.
Certification, License & Clearance:
Valid driver license is required.
Tier 1 NACI required for all U.S. Citizens.
Work Environment, Physical Demands & Mental Demands:
Ability to perform job duties efficiently and effectively.
Must be able to work in extreme environmental conditions including dust and high temperatures.
Must be able to endure long hours, exposure to weather and hazardous conditions.
Must be able to lift up to 50lbs.
