Summary:
Energean is seeking to hire an HSE Manager for our Haifa offices. The HSE Manager will be responsible for managing the company's Health, Safety, and Environmental (HSE) team, as well as overseeing the standards, policies, and programs specific to Energean's operating procedures. This role will lead the development and implementation of HSE policies, monitor safety performance, and ensure the company complies with Israeli regulations and international standards. The HSE Manager will promote and foster a culture of safety and sustainability, minimizing risks to personnel, equipment, and the environment across all asset activities.
Key Accountabilities:
Lead the Health, Safety, and Environmental (HSE) teams.
Develop, update, and manage all HSE-related documents, reports, assessments, and studies required by regulatory authorities, such as the Report on Major Hazards, Emergency Management Teams (EMTs), Emergency Response Plans (ERPs), Oil Spill Response Plans, and Emergency Escape and Rescue Assessments (EERAs).
Design and propose country-specific HSE manuals, including management systems and plans aligned with ISO standards (e.g., ISO 45001, ISO 14001), ensuring adherence to procedures.
Provide strategic guidance and support for HSE activities across all country divisions, including Operations, Projects, and Drilling.
Produce country-specific HSE Key Performance Indicators (KPIs) and generate monthly and annual HSE reports at both the country and asset levels.
Attend weekly HSE functional team meetings, delivering reports on significant country-specific matters.
Oversee the implementation, training, and use of the cloud-based platform DNV Synergi Life.
Provide HSE support and input for new projects in the country as needed.
Develop and execute HSE audit programs across all sites in Israel.
Create and manage comprehensive HSE training programs for all employees.
Ensure all emergency response and management protocols are established and functional.
Utilize Quantitative Risk Assessments (QRAs) to demonstrate compliance with ALARP (As Low As Reasonably Practicable) principles.
Coordinate the implementation and performance monitoring of Synergi Life DNV and DNV verification databases.
Conduct audits across the company's country operations, including audits at company assets in other countries as necessary.
Liaise with relevant regulatory bodies, such as the Ministry of Environment (Mo E) and the Ministry of Environmental Protection (Mo EP).
Qualifications and Experience:
Master of Science degree in Environmental / Chemical / Marine or O&G
At least 10 years of experience in an HSE management role, preferably in the Oil & Gas industry.
Proficiency in HSE Management Systems and KPI development.
Strong working knowledge of Exploration & Production (E&P) Operations, including onshore/offshore drilling, marine, and project-related activities.
Practical understanding of E&P regulations and industry standards, including the EU Offshore Safety Directive, NFPA, SOLAS, IOGP standards etc.
Ability to engage at all levels of the organization, including project fieldwork, offshore operations, regulators and senior management.
Ability to travel offshore Israel as needed.
Ability to travel abroad as required
