TEAM PURPOSE:
The Association of International Development Agencies (AIDA) is a membership-based coordination forum, comprised of more than 80 international non-governmental and non-profit member organisations (INGOs), which share common values and interest in promoting quality development and humanitarian programs in the o Pt. AIDA is supported by a professional Secretariat and governed by an Executive Committee (Ex Com), which is elected by and from its member organisations.
AIDA strengthens the collective influence and relevance of international NGOs, together with their national partners, in the o Pt, by leading collective advocacy, coordinating to address operational challenges, and promoting programming effectiveness and quality. AIDA members contribute to an environment in which humanitarian, development and civil society organisations operate efficiently, deliver effective programming, and are able to raise their voices to influence policy to foster sustainable development, poverty alleviation, and the full realisation of human rights in the o Pt.
JOB PURPOSE: The AIDA West Bank Operations Coordinator plays a key role in coordinating AIDA’s programming, operations, advocacy, communications and information management systems.

KEY RESPONSIBILITIES (Technical, Leadership, People and Resource management)
Generic responsibilities
- Adhere to AIDA & Oxfam policies, tools, handbooks and guidelines;
- Contribute to the implementation of the support functions according to AIDA strategy and action plans;
- Assist with timely and punctual communications for AIDA to support the overall effectiveness as a coordinating body
- Prepare and develop status reports as required by management;
- Ensure proper filing of documents, both physically and digitally;
- Promote and share ideas for improvement of the support function.
- Perform other tasks as required by management.
- Contribute to AIDA strategy development, proposals and needs analysis;
- Promote the rights of Palestinians in o Pt, in line with the AIDA strategy;
- Coordinate implementation of the delegated portfolio;
- Provide regular progress reports to the AIDA Director
Specific Responsibilities
- Lead AIDA member engagement and coordination by acting as the primary focal point for members on operational issues in West Bank/EJ with focus on: access and movement of people, goods and services, safeguarding humanitarian space, and field operations;
- Develop and maintain key relationships within the Humanitarian Architecture in the WB (UN OCHA, UNRWA, UNDSS, UN Agencies, Donors, PNGO, Political Missions) as well as the local authorities in conjunction with AIDA senior leadership (Director, INGO CDs, WBPC);
- Contribute to AIDA’s engagement with the diplomatic community in the West Bank, including East Jerusalem, in Tel Aviv, and capitals;
- Contribute to briefings, preparation of briefing notes and data collection;
- Represent AIDA in key coordination platforms like the CAWG (Access Working Group), WB Clusters and WB based coordination mechanisms, and report back to relevant secretariat colleagues
- Monitor, report and provide advice and support to CDs/AMs on operational challenges including new regulations that may arise from local authorities (IL and PAL)
- Liaise directly with ASU and UNDSS counterparts to improve upon info sharing protocols, notifications, and other operations related exchanges
- Be point on all entry and exit processes and protocols as it relates to B1/B2 Work Permits (Mo LSA letters), ARBEL and CLEAR system
- Represent AIDA in access coordination structures
- Feed relevant information to the AIDA secretariat and other related structures and coordination mechanisms.
- Provide technical, policy and operational advice relating to humanitarian negotiations and operations with PA; and, more generally, review and provide advice on a diverse range of policy issues related to safeguarding humanitarian principles and ensuring the effective delivery of humanitarian assistance and the linkages with other related areas.
- Organize and participate in working groups, meetings, conferences, consultations with AIDA members and UN Agencies and partners on humanitarian, emergency relief-related matters and development, and supports organizational outreach, engagement, and facilitation of policy platforms and coordination groups.
- Identify and source Operations expertise from AIDA members operational in the West Bank; create communities of practice and/or sub committees to move forward and task emerging priorities
- Develop and maintain data culls and data analysis on operational constraints for INGOs/NGOs in the WB/EJ, with the expectation of producing reports and materials that help to illustrate the shrinking space.
- Act as an INGO focal point in bodies such as the ECC, ECP, CAWG, and other platforms that necessitate strong NGO leadership and eloquence/articulation
Program Coordination
- Facilitate effective AIDA member advocacy engagement and coordination by acting as the primary focal point for members in the West Bank/Jerusalem;
- Support the effective functioning of key AIDA coordination fora, including through agenda setting, logistics, meeting facilitation, documentation and communication;
- Maintain and strengthen relationships with key external stakeholders, including UN agencies and UN-led coordination mechanisms, local authorities, local NGOs and civil society organisations, donor/diplomatic community and media;
- As delegated by the Director, represent AIDA in coordination relevant fora, including, but not limited to, ICCG, LACS, WBPC, humanitarian and development clusters and advocacy working groups;
- Engage with the AIDA membership, and contribute to collecting relevant data and information
- Supporting the communications officer in data collection and analysis from AIDA’s member organizations, using different online tools, including designing regular surveys and polls of AIDA’s members and relevant stakeholders’
- Contribute to AIDA program management, including proposal writing, budget development and monitoring, and donor reporting;
- Support the organization of meetings, including disseminating invites, booking locations, managing online programming, taking and disseminating Minutes of Meetings
- Supporting the secretariat in event management, for workshops, trainings, press conferences, briefings, and other events and functions
