Position Overview:
Saint John is growing, and it is an exciting time to be working for the City and playing a lead role in shaping services and programs that support an ever-increasing quality of life for residents.
The City of Saint John supports a grassroots neighbourhood approach to alleviate the effects of poverty for residents and improve social outcomes. The City already supports the important work of Neighbourhood Associations such as the People United in the Lower South End (PULSE), ONE Change, The Crescent Valley Resource Centre, Waterloo Village, Carleton Community Centre Inc, etc. The Program Manager will play a pivotal role in identifying community needs for enhanced community support to neighborhoods on the East Side of the City.
Reporting to the Community Services Manager, the Program Manager will be a critical liaison between the City and its east-side neighborhoods, with special focus on evaluation of the east-side neighbourhood association needs to provide recommendations to council. The Program Manager will work closely with the Community Services Team, assuming management functions, to enhance Community services in Saint John and will actively support the City’s long-term vision of sustainable growth and creating a diverse, vibrant, and resilient community.
The role requires a balance between bold strategic planning and establishing community partnership and development as needed.
The primary expectation of the role is to conduct an environmental analysis of the region and identify comparable agencies to determine current services offered, location of these services, utilization of the services and impacts of these services. Gaps should be evaluated through the lenses of services that could be provided by City funding via a neighborhood level service agreement. The program manager will then be expected to make recommendations in response to the environment analysis and where applicable support the design of new innovative programs and services.
The Program Manager will be expected to develop and deliver Growth Committee and Common Council reports and presentations periodically during public meetings. The Program Manager will be assigned responsibilities in the delivery of the Corporate Work Plan, which will require the leadership of cross-departmental teams, including regular interface with the Senior Management team of Growth and Community Services, as well as community, private sector, and government partners.
Essential Qualifications:
- A degree in community development, recreation, planning, kinesiology, business administration, public administration, or related field is required.
- The candidate is expected to have over five years of relevant and direct paid work experience in one or more areas such as Community development, project planning, stakeholder relations, not-for-profit operations or governance, policy development, and partnership development.
- The candidate is expected to have strong communication skills, both written and oral.
- Proficiency with Microsoft Office (Word, Excel, Power Point, and Outlook) is required.
- Position involves variable hours, including evenings and weekends, and may require travel within the region.
The successful applicant will initially work a compressed work week of 4 days (Monday to Thursday) under the City’s newly adopted Compressed Work Week Policy Trial. This schedule is subject to change as required.
