Infrastructure Analyst III - SNOW

Who is e Health?
e Health Saskatchewan is a Treasury Board Crown Corporation with a unique blend of healthcare, information technology, and citizen services.

A large and complex organization, e Health is comprised of 30+ clinical and non-clinical program (service) areas that all work together to support health care providers and teams across the province in delivering the best possible care to patients, providers, citizens, and health system users. Programs range from primary care to acute care, and includes laboratories, pharmaceuticals, and diagnostics. Additional programs that also support patient care and information include Virtual Care, the My Sask Health Record, and the Provincial Electronic Health Record. e Health is also responsible for the administration of various pieces of legislation to manage the registration of/changes to all vital event records (e.g. birth, marriage, death, etc.), registration of legal name changes, registration of adoptions, and for maintaining the provincial health registry for health services eligibility and distribution of health services cards.
The e Health teams engage directly with health system partners and other stakeholders both provincially and federally to ensure all services are delivered efficiently and effectively.
About the Role:
Reporting to the Manager, Core Business Platforms, e Health Saskatchewan is seeking a skilled Infrastructure Analyst III, with a focus on Service Now Infrastructure, to join the team and assist in the support of IT services that e Health provides to the health system across Saskatchewan. This is an exciting and technology driven role that will require technical knowledge in a vast set of tools and infrastructures. The successful candidate’s primary role will be in supporting e Health’s Service Now hosted platform which includes managing the current state environment and planning for future expansion.

The successful candidate will have the opportunity to develop and maintain process documentation, research and analyze issues, influence implementation plans for upgrades, and support new releases and patches. Some other responsibilities will include participating in incident response, service request and change management support, team workplan management, and status reporting.
We are looking for an individual with a passion for patient care and a commitment to delivering high-quality technical solutions for the healthcare system. This is done by monitoring production technology systems to ensure optimal performance and identifying opportunities for improvement. To succeed in this role, strong technical documentation skills and an understanding of architecture standards are essential.
Typical daily duties:
  • Provides high level technical expertise, guidance, and support regarding medium to large projects and for complex situations where a solution is required.
  • Works with Team Lead and Architecture to design and implement future state.
  • Monitors and maintains continuity with system software licensing and maintenance agreements.
  • Develops and maintains a library of all supporting documentation. Populates and reviews knowledge records.
  • Performs research, analysis, and modifications to improve processes and technologies. Identifies long term operational requirements.
  • Administers and maintains the Service Now platform, including user management, security, and data integrity.
  • Supports the configuration and customization of Service Now applications and modules to meet business requirements.
  • Develops and implements workflows, business rules, and UI policies.
  • Monitors system performance and troubleshoots issues as they arise.
  • Collaborates with stakeholders to gather requirements and provide technical solutions.
  • Performs regular system updates and upgrades.
  • Creates and maintains documentation for configurations, processes, and procedures.
What are we looking for?
The knowledge and skills required for this position would typically be obtained through the completion of a Post Secondary Degree or Diploma related to Information Technology. In addition to education requirements, the successful candidate will have at least 5 years of experience working in a similar role within an enterprise class IT environment. An equivalent combination of education and experience may be considered.

Additional skills to qualify for this position include:
  • Understanding of ITIL best practices including Application Life Cycle Management, Change Management and Service Delivery Management.
  • Experience working with multi-tiered architectures, including engagement of cross-functional teams (i.e. server, network, DBAs).
  • Experience assessing, monitoring, sustaining and/or optimizing the performance of large scale customized, off the shelf or custom-developed applications, interfaces and associated environments.
  • Ability to develop and maintain relevant support documentation and contribute to incident and program solving records.
  • Ability to conduct requirement analysis and unit testing, with proven experience.
  • Ability to work on enterprise level cloud platforms.
  • Ability to juggle multiple projects simultaneously.
  • Subject Matter Expert and experience as a Service Now Platform Administrator.
  • Proficiency in Java Script, HTML, CSS, and other web technologies.
  • Experience with Change Management.
  • Strong understanding of Service Now modules, including ITSM, ITOM, and CMDB.
  • Previous experience within a health sector environment is an asset.
  • Service Now System Administrators Certification is an asset.

Material may include, but is not limited to, user, systems and requirements documentation and procedures, project plans, letters, requests for proposals, feasibility studies, recommendations and reports, at a level appropriate to the target group.

  • Ability to conceptualize, develop, monitor, adjust and implement projects, including the facilitating a group process to successfully implement technological change and business transition within the organization, taking into consideration numerous and changing priorities, and or resources to achieve project goals.

  • Ability to identify, explore and evaluate options on processes and methodologies and information technology solutions in order to design new business systems and develop feasible recommendations.
  • Ability to diagnose, extract, recall, synthesize, conceptualize and apply ideas, processes and information to incorporate new technology and diagnose technical problems (delays, malfunctions, and errors) in order to determine the true cause of the problem and to create new solutions in a constantly changing technological and business environment within a reasonable time frame.
Interpersonal:
  • Ability to build cooperative working relationships with coworkers and clients to ensure credibility and confidence in services provided as well as to build capacity in client’s knowledge and ability to use and apply services.
Organizational:
  • Ability to independently prioritize and organize one’s own workload to meet tight deadlines and successfully complete projects in a changing environment (a bit of project management involved).
Team Work:
  • Ability to work independently and participate as a team member to meet the needs of clients and co-workers and to build productive, positive work relationships.
Technical:
  • Solid understanding and expertise implementing and supporting application installations in a large enterprise environment.
Overtime, nights/weekends, and after hours on-call will be a requirement of this position.
