The Opportunity
The City of St. John's is presently accepting applications for the permanent position of Foreperson – Waste & Recycling with the Department of Public Works. This position report to the Operations Supervisor, Waste & Recycling and must be solution oriented and able to work in a fast-paced environment. This position includes both field and office duties related to the efficient operation of all curbside collections including garbage, recycling, and yard wastes.
Accountabilities
  • Working with the Operations Supervisor, directly supervise the day-to-day activities of all
curbside waste programs to ensure service levels for waste collection are being met for
the residents of St. John’s.
  • Ensure the safe and efficient utilization of staff, equipment and financial resources.
  • Communicate effectively with collectors to make certain that the City collects appropriate
materials, identifies violations and place stickers on bags where appropriate.
  • Work cooperatively with other City Divisions related to supporting the curbside collection
programs.
  • Verify litter containers are properly placed and maintained.
  • Follow up with residents using the Active Citizen Request (ACR) system in a timely and
professional manner.
  • Respond and investigate incidents and assist with development of corrective actions.
  • Be familiar and implement the CUPE 569 Collective Agreement as applicable and provide
discipline as policy and situations require.
  • Ensure operations comply with all applicable regulations, by-laws and policies.
  • Promote safe working practices and assure all safety standards are being followed.
  • Maintain good records of daily operations
  • Provide written and/or verbal reports as required.
  • Attend meetings as required

This position may assist with the operations of the Robin Hood Bay Waste Management Facility as required.

Qualifications
Applicants must have High School Diploma supplemented with completion of a three (3) year Engineering Technology or Environmental post-secondary program.

Applicants must have five (5) years experience in a supervisory role in public works or related field. Experience in a supervisory role in sanitation operation including the equipment involved is considered an asset. Experience operating Heavy Equipment is considered an asset.

Ability to work positively and effectively with others to achieve divisional goals; demonstrate good judgment and problem solving abilities; and have experience in dealing with the public in a tactful manner.

Applicants must have effective oral and written communication skills; computer experience in word processing and spreadsheet development and maintenance, with working knowledge of computerized databases.

Applicants must have a clear understanding and awareness of the Workplace Health, Safety and Compensation Commission (WHSCC) Legislation, Occupational Health and Safety Act and Regulations and Human Rights Legislation. Training in Occupational Health & Safety, WHSCC Legislation and Safety Awareness will be an asset.

Applicants must possess a valid class 5 Driver's Licence with air brake endorsement (09) and be willing to obtain a class 3 license within a short time of appointment to the position.

An equivalent combination of education, training and experience, which would provide the required knowledge and skills, may be considered.

This position is classified as safety-sensitive. The City of St. John’s has a comprehensive Alcohol and Drug Policy to ensure fitness for work and the completion of a satisfactory alcohol and drug test is a mandatory pre-employment requirement.

Hours of Work
Collection: 8:00 am to 4:00 pm daily, Monday to Friday with some hours outside these times depending on collection schedules.
