The Opportunity
The City of St. John’s is presently accepting applications for the position of Foreperson- Public Works.
This is a permanent position in the Public Works Department. The successful applicant will be transferred and assigned to Divisions as needed.
Foreperson positions are set at either Grade 4 ($81,713 - $105,436) or Grade 5 ($93,970 – $121,251) of the Management Pay Plan, depending upon the assigned Division.
Accountabilities
Forepersons work as part of a team and are responsible for crews of city staff. These positions report to the Operations Supervisor within the respective division.
- Supervise, direct, and deploy staff and equipment.
- Schedule work and work force for maximum efficiency and cost effectiveness.
- Be familiar with the infrastructure and equipment assigned to the Foreperson.
- Plan, schedule, and coordinate tasks to be carried out by City personnel that are assigned on a day-to-day basis. Coordinate activities with other City or contractual personnel as situations require.
- Where applicable, ensure that the required permits and traffic control plans are in place to allow for work to be completed safely. Ensure public notification of works as per Division policy.
- Communicate and cooperate with all personnel as situations require, including other City personnel, contractors, members of the public, and public utilities.
- Ensure that equipment and materials are readily available to provide services.
- Be familiar with and implement the Collective Agreement where it applies.
- Conduct inspections, investigations, prepare reports and recommend correction action as required.
- Provide written and verbal reports as required.
- Maintain computerized database(s) and complaints systems information.
- Responsible for work site safety, conduct toolbox talks and be well versed with supervisory responsibilities under the OH&S regulations and procedures.
- Respond to the emergency call-outs at any time of the day or night, as per the procedure set by the City or Division.
- Willing to work extended shifts as required and take on jobs to balance the team workload

Qualifications
- Applicants must have a High School Diploma supplemented with either a diploma in Civil Engineering Technology (or related field) or a Heavy Equipment Operator Journeyperson Certificate in a related field.
- Applicants must have a minimum of five years supervisory experience in public works or related field.
- Applicants must have excellent oral and written communication skills; computer experience in word processing and spreadsheet development and maintenance; and the ability to deal with people in a tactful and diplomatic manner.
- Ability to prioritize work, multitask, and meet required demands and deadlines; an ability to trouble shoot and work in a fast-paced environment.
- Applicant must have a clear understanding and awareness of the Work Place Health, Safety and Compensation Commission (WHSCC) Legislation; Highway Traffic Act; Occupational Health and Safety Act and Regulations; and Human Rights Legislation.
- Applicants must have a valid class 5 Driver's License and be willing to obtain a class 3 Driver’s License with air brake endorsement within a short period of time.
Division-Specific Experience Includes:
- Knowledge of, or experience in Heavy Equipment or Truck and Transport repair.
- Knowledge of heavy equipment operation and experience in snow and ice control.
- Knowledge of the operation and maintenance of water and sewer mechanical systems; Certified Water Distribution Systems Operator and Sewer Collections Systems Operator.
An equivalent combination of education, training, and experience, which would provide the required knowledge and skills, may be considered.
This position is classified as safety-sensitive. The City of St. John’s has a comprehensive Alcohol and Drug Policy to ensure fitness for work and the completion of a satisfactory alcohol and drug test is a mandatory pre-employment requirement.

This position requires outdoor work and could involve responding to severe weather conditions such as flooding, winter events, and wind storms. Extended periods of shift work and extensive overtime. Travel throughout the City may be required to visit work sites and developments while working near high traffic zones and often in adverse conditions.
