Economic Development Officer

PURPOSE OF THE POSITION
Reporting to the Chief Executive Officer, the Economic Development Officer (EDO) is responsible for developing, implementing, monitoring and reporting on strategic economic initiatives that promotes Salt River First Nation, including developing, implementing and reporting on the SRFN Economic Development Strategic Action Plan. The EDO shall have a lead role in activities and initiatives that will attract investment and business opportunities for SRFN and will actively support or lead business retention and expansion activities that will maintain and increase employment.
RESPONSIBILITIES
1. Economic Development – Strategy and Planning:
·Participates in business planning, strategic planning, research initiatives in support of economic development.
· Participates in the development of economic development strategies, objectives and long-range plans for a unified economic development attraction and retention program.
·Assists in the development of strategic plans by researching, facilitating, coordinating, implementing and evaluating major policy and program initiatives which align with long term economic development strategies, including an Economic Development Strategic Action Plan which expands on business attraction and retention.
·Compiles and updates relevant economic data (from Statistics Canada, the GNWT or economic development partners) and develops a “Community Profile” for proposals to potential funders and businesses.
· Undertakes analysis and evaluation of economic and business development opportunities and identifies strategies and funding proposals to develop these opportunities.
· Revises strategies, programs, and initiatives accordingly.
2. Economic Development – Programs/Initiatives and Implementation:
·Leads a range of programs, services, initiatives and activities including but not limited to: business outreach, local/ community economic development, business attraction and retention, project facilitation and special projects.
·Collaborates with the CEO and acts as a primary contact and expeditor for business attraction and retention.
·Generates and manages a portfolio of direct business leads and prospects and maintains record of lead/generation activities.
·Collects and provides information necessary for the development and submission of successful funding proposals.
·Solicits development proposals from private development companies, businesses and industrial organizations and analyzes the feasibility of these projects.
·Provides service to the development community regarding expedited services to include overseeing the permitting process for the designation of economic development projects.
·Secures funding for economic development activities and programs.
·Identifies the need for and develops a variety of promotional and marketing tools and community building events to attract new businesses.
·Develops resources to support, implement and monitor effective marketing strategies.
3. Internal/External Relations
·Develops and maintains active contact with other business and economic development organizations and government agencies in order to stay abreast of current programs and services and ensures SRFN’s interests are served.
·Maintains an awareness of regional, provincial, and federal economic planning programs and activities.
·Builds and develops relationships with various public and private sector representatives in order to grow the local economy and support economic goals.
·Works with the Town of Fort Smith and other Indigenous organizations to ensure a team approach to supporting the navigation of new or existing businesses through planning approval, start to completion processes.
· Attends council meetings and other committees’ meetings as required.
4. Assumes responsibility for related duties as required or assigned.
5. Promotes and supports the mission, vision and values of the Salt River First Nation.
KNOWLEDGE, SKILLS AND COMPETENCIES
Successful completion of a degree or diploma granting program in Economic Development, Economics, Business Administration, Finance or Marketing in addition to the following:
•Three to five (3 - 5) years of related experience in economic development in a rural or northern community (First Nations community preferred).
•Demonstrated knowledge of community economic development theories and practices.
•Demonstrated ability to negotiate sensitive issues related to economic development, business retention, expansion and community improvement plans.
•Work experience with business planning and market analysis.
•Demonstrated understanding of relevant First Nations affairs, business supports and funding programs.
•Knowledge of office administration capabilities, including financial management and analysis.
  • Class 5 Driver’s License and Driver’s Abstract
  • Must pass a criminal background check
Applicant must be legally able to work in the NWT without sponsorship.
A combination of education, experience and skills may be considered as an equivalent to post-secondary education.

WORKING CONDITIONS
Physical Demands
The incumbent will be provided with a climate-controlled office but will be required to work outside of the office on a regular basis for meetings, presentations and community events. The work will include many hours of computer work to prepare presentations, marketing materials, proposals and contracts. This may cause eye strain. The incumbent will be required to have the ability to walk over uneven ground, sit and/or stand for extended periods of time, bend, kneel and to regularly lift and carry items of 20lbs.
Environmental Conditions
Inside office conditions are comfortable but the incumbent will be exposed to extreme weather conditions when required to be outside. Winter conditions can be extremely cold and summer conditions can be smoky, hot and the incumbent will be frequently exposed to various insects and bugs during the summer months.
Sensory Demands
The incumbent must spend long hours in intense concentration of both a technical and an interpersonal nature. The incumbent must be especially adept at listening to and understanding others from a variety of cultural backgrounds. The incumbent must also spend hours on the computer, which requires a great deal of attention to detail.
Mental Demands
The incumbent is faced with mental demands stemming from the need to communicate with others on a regular and ongoing basis. Stress is caused by the volume of workload, the variety of program areas, the need to meet tight deadlines, conflicting priorities and by constant interruptions.
Job Type: Full-time
Pay: $80,000.00-$90,000.00 per year
