Our Commercial Management Office is looking for a Claims Analyst under the Capital Project Group with experience in contract administration and claims management on heavy civil, rail, roadways and transit projects. This role will review and assess the construction claims management process to support the Capital Projects Group’s delivery of capital and infrastructure projects, in analyzing schedule and cost impacts of construction claims and providing recommendations for resolution of those claims.
What will I be doing?
- Conduct analysis of construction claims following Metrolinx’s Claims Management Procedures for both P3 and Non-P3 Contracts ascertaining entitlement, analyzing cost and schedule impacts, and provides recommendations for resolution of the claims involving variations, delay, disruption, acceleration, and loss of production etc.
- Conducts detailed review of cost impacts pertaining to Contractor’s/Subcontractor’s claims for prolongation/delay, loss of productivity/disruption, acceleration, unresolved variation notices/change requests.
- Produces detailed reports to support CST evaluation of various construction claims.
- Conducts variation analysis from contract documents including specifications and drawings.
- Provides the Project Delivery Teams (PDT’s) support and advise in their analysis and mitigation of claims and Early Warning Notices and in any negotiation and dispute resolution with Contractors and Consultants.
- Liaises with the PDT and Commercial Support Teams in the review and analysis of claims including engaging claim estimators and forensic schedule analyst from the Commercial Support Team (CST) as well as the legal teams.
- Supports PDT and Senior Claims Analyst (SCA) in the preparation of claim strategy, evaluations, correspondence and recommendation for resolution.
- Conducts the claims management process across chosen Metrolinx transit and infrastructure projects, including management and maintenance of claims documentation/records and the timely reporting of claims status.
- Implements claims analysis and management templates, policies, processes, and tools to support effective and efficient claims management.
- Supports the SCA during the negotiation and resolution phase, and prepare various reports and presentations
- Support the CST by monitoring and providing updates to the Claims Register, managing, and resolving claims in the register, and ensuring accuracy and integrity of the data logged in the Claims Register and Unifier.
What Skills and Qualifications Do I Need?
- Completion of a degree or diploma in construction management, project management, engineering, quantity surveying, construction law or a related discipline – or a combination of education, training and experience deemed equivalent.
- Minimum four (4) years’ experience in contract administration or quantity surveying on major construction projects; progressive experience in claims management and administration of major construction/infrastructure contracts.
- Active membership in PEO, AACE, PMI, CIQS, RICS or similar association is an asset
- Knowledge and understanding of capital construction methods, practices, contractors’ methods of tendering and contract/subcontract administration.
- Knowledge of schedule/delay analysis, cost/damage analysis, prolongation costs, acceleration costs and disruption/loss of productivity analysis.
- Knowledge of AACE recommended techniques for estimating claims for extension of time/prolongation and loss of productivity.
- Knowledge of contractor’s estimation practices and construction pricing and assessment of Contractor’s variations for entitlement and cost impacts.
- Experience in coordinating with the members of the Project Teams, including SMEs, for the purposes of resolving cost and schedule impacts pertaining to pending and potential variations and claims.
- Knowledge of contract administration and project delivery using AFP, P3, or design/build methodology.
- Good understanding and knowledge of the practical application of contract administration and document management software, CM14, Unifier, Aconex, Project Wise, and Share Point.
- Well-developed problem-solving and analytical skills, including being highly responsive with the ability to act quickly under changing circumstances, and anticipate multiple claim paths and investigate client impacts to keep ahead of the claimant.
- Well-developed organizational skills with the ability to process and efficiently manage numerous claims
- Excellent written, verbal and presentation communication skills.
- Proficiency in MS Office (e.g., Outlook, Word, Excel, Power Point etc.).
- Knowledge of Scheduling software like P6, MS Project etc. will be an asset.
