Claims Adjuster 1

Under the general supervision of the Supervisor of Claims, the Claims Adjuster I is required to handle a variety of routine and low to medium complexity claims files and to assist in investigating, obtaining and reporting all facts required in the determination of legal liability of claims made by or against the City of Winnipeg. These facts must be recorded in a detailed, concise and factual manner in preparation of a decision, potential litigation, or negotiation and settlement.
The Claims Adjuster I will also be required to assist the Claims Adjuster II and Supervisor or Claims in a wide range of administrative, technical and professional support and preparation of reports. The Claims Adjuster I will work independently on routine claims and shall include overseeing all recoverable costs of damages from external parties. The Claims Adjuster I will deal with matters that are of a highly sensitive and confidential nature. A general understanding of Tort Law, and various Regulations and Acts is expected.
As the Claims Adjuster I, you will:
  • Investigate and settle assigned routine property and vehicle damage claims under the direction and supervision of the Claims Adjuster II and Supervisor of Claims direction, subject to a set maximum authority.
  • Review and refer to relevant tort law, insurance policies, deductibles, and contracts when investigating claims.
  • Develop and maintain an in-depth understanding of all City of Winnipeg Departments and operations, including general knowledge of By-laws, Regulations and Acts that may apply including, but not limited to, the City of Winnipeg Act, the Highway Traffic Act, the Insurance Act and the Police and the Fires Prevention and Emergency Response Act.
  • Investigate, track, and maintain an accurate record of all requests for recovery of damages submitted to the Claims Department or referred by Claims Adjustor II.
  • Correspond and pursue all possible recovery of the costs of such damage from outside agencies and tracks the progress of recoveries to ensure we remain within legislated proscription dates.
  • Interview and obtain statements from claimants, employees, witnesses and other involved parties by telephone, mail or email and records and stores this information in preparation of potential legal proceedings
  • Assist in creating, updating, and maintaining reports and templates under the guidance of the Supervisor of Claims.
  • Research and record all relevant data on conditions at the time of the event and makes written observations verified by available supporting documentation such as photos or meteorological reports.
  • Obtain reports from involved Civic department(s), employees or supervisors and conducts any interviews necessary to clarify or obtain additional information.
  • Respond to correspondence and telephone inquiries from the public regarding procedures for making a claim report against the City of Winnipeg.
  • Respond to inquiries from claimants on the status of their claim, in keeping with departmental service standards.
  • Provide timely and effective communication of decisions to claimants.
  • Compile comprehensive investigative reports on assigned claims in keeping with branch practices, ensuring that all necessary investigative work has been completed and documented.
  • Assist in determining extent of City’s liability and quantifies probable damages and costs associated with the claim.
  • Negotiate appropriate settlement with claimant and/or their representative under the guidance of Claims Adjuster II and Claims Supervisor and in keeping with assigned authority.
  • Assist Claim Adjuster ll in investigations of more complex claims.
  • Refer all claims to the Claims Adjuster II or Supervisor of Claims that fall above delegated settlement level or authority or are suspected to be of a fraudulent or frivolous nature.
  • Interpret policy wordings in consultation with the Claims Adjuster II to determine if the cause of the injury or damage being claimed is covered under the City’s insurance program.
  • Explain claims reporting procedures to internal City departments.
  • Establish and maintain good relationships with all City of Winnipeg staff, claimants and outside agencies to assist in securing information relevant to the investigative portion of the claims process promote amicable settlements.
Your education and qualifications include:
  • Minimum of a High School graduation or equivalent, along with the successful completion of the General Essentials of Insurance C81 – Part 1 and C82 Part 2 and/or actively pursuing a Chartered Insurance Professional (CIP) designation with the Insurance Institute of Canada’s Chartered Insurance Professional (CIP) Program with the successful completion of a one (1) Insurance Institute of Canada Chartered Insurance Professional (CIP) course. This may include C11 Principles and Practices of Insurance, C13 Insurance Against Liability-Part I, C110 Essentials of Loss Adjusting, C12 Insurance Against Property, or C32 Bodily Injury Claims.
  • Two (2) –Three (3) years related work experience would be an asset.
  • Ability in conducting effective investigations and negotiations.
  • Ability to communicate effectively, both verbally and in writing, ability to interview a variety of people in order to obtain and clarify information, ability to handle volatile situations.
  • Ability and experience in dealing with diplomacy in a wide variety of circumstances including responding to volatile situations and contentious individuals, with customer service and composure a high priority.
  • Ability to maintain a high degree of confidentiality on all matters handled by the Risk Management Division.
  • Ability to work with the Microsoft Suite and to effectively utilize a keyboard and software in the production of reports, for communicating, and for accessing and sharing of information.
  • Ability to be well organized and to make effective use of time and resources.
  • Ability to establish and maintain positive working relationships with employees at all levels of the organization, and external contacts, in accordance with the Respectful Workplace policy.
  • Ability to obtain and maintain a Commissioner for Oaths Certificate would be an asset.
  • Good observation, investigation and analytical skills, and the ability to evaluate responses and information received in order to ensure completeness of investigation.
  • Timely decision making and priority setting despite strict service standard deadlines and high work volume pressures.
  • Basic understanding of the principles, practices, and techniques used in investigating and adjudicating a wide variety of property and auto claims and acquiring information and evidence for legal action.
  • Existing knowledge, or the ability to acquire a thorough knowledge in a short period of time, of relevant Acts, By-laws and Statutes, and their application to the claims adjusting function.
