Management Advisor to the US Ambassador to NATO

Duties
The Management Advisor to the U.S. Ambassador to NATO is the Chief Administrator of USNATO (which consists of fully integrated components contributed by multiple U.S. Government agencies: Defense, State and Homeland Security), and is a principal Advisor to the Ambassador. As the USNATO Management Official, with responsibility as the Chief, U.S. Mission to NATO Field Element, Department of the Army, leading a team of approximately 64 personnel, on all aspects of management policy on critical business activities and support services encompassing the leadership, supervision, direction, control and execution of logistics, communications, security, protocol, financial and personnel activities supporting daily and scheduled activities and operations to include US contributions to NATO's civil budget set at $473 million for 2024, which provides funds for expenses, operating costs, capital and programmed expenditure of the International Staff at NATO Headquarters; as well as, the organization, personnel staffing and management of US resources, facilitating expanded US representation at NATO HQ and NATO Bodies. Scheduled activities and operations encompass engagements with the US President, the Secretary of State, the Secretary of Defense and Foreign Heads of State. The incumbent operates under the general supervision of the Ambassador of the U.S. Mission to NATO and has wide latitude to independently conceive and coordinate policy and to initiate and execute programs, to enhance the effectiveness of management and administration of both the North Atlantic Treaty Organization and USNATO. Performance is evaluated based on the quality and effectiveness of management and administration at USNATO, and the quality and effectiveness of U.S. influence in the management and administration of NATO.

This position is identified as a KEY ESSENTIAL position which cannot be vacated during a national emergency.

  • One year trial/probationary period may be required. You will serve a one-year probationary period unless you have previously completed the probationary period in the SES.
  • Appointment is subject to the completion of a favorable suitability or fitness determination, as determined by a background investigation.

  • This position requires you to submit a Public Financial Disclosure Report (OGE 278) upon entry, and annually thereafter.
  • The incumbent is required to travel on both scheduled and unscheduled aircraft, and other modes as required, under conditions specified under the Do D Joint Travel Regulations.
  • The incumbent is expected to travel on short notice to attend high level meetings to obtain resolution of problems and gather information to assist in the decision-making process.
  • Mobility: An essential element of the SES is mobility across geographic, organizational and functional lines. Individuals selected for Army SES positions may be subject to reassignment that requires them to be mobile. The U.S. Army senior leadership considers mobility to be an integral part of employment as an SES member with the Department of the Army.

Qualifications
**To meet the minimum qualification requirements for this position, you must show that you possess the five Executive Core Qualifications (ECQs), Technical Qualification(s), and other qualifications, if applicable (such as Education - see below). (1) Mandatory Executive Core Qualification (MANDATORY SUBMISSION) (ECQ)

Please Note: Current career SES members, former career SES members with reinstatement eligibility, and SES Candidate Development Program (CDP) graduates, who have been certified by the OPM do not need to address ECQs. However, Current or Former SES members must provide an SF-50 showing their status or reinstatement eligibility and Candidates who have successfully graduated from an OPM approved Candidate Development Program must submit a copy of their ECQ certification.

ECQ 5 - Building Coalitions: This core qualification involves the ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.

(2) MANDATORY TECHNICAL QUALIFICATION(S) (TQ): (MANDATORY SUBMISSION) A supplemental statement must be submitted separately addressing each TQ. Your TQ must provide specific examples that address relevant experience and accomplishments. Total TQ write-up should not exceed 2 pages per TQ using 12pt, Arial or Times New Roman with 1-inch margins.   • Experience to lead, manage and direct a diverse staff responsible for daily and scheduled operations encompassing logistics, communications, technology, security, protocol, financial, administration and personnel activities to execute high level and diplomatic event and visit coordination, planning, and communication for US Presidential level international engagements, NATO Summits, NATO Foreign Ministerials and NATO Defense Ministerials.
  • Skillset to lead, control, shape and direct the work environment and utilized methods to provide secure, automated, continuous and reliable communications between the Ambassador, US National Command authorities and throughout the NATO Alliance networks. Ability to influence internal stakeholders within USNATO, Do D and across the USG as well as external stakeholders such as allies and partners in both formal and informal settings, and NATO International Staff and other national delegations.
  • Experience to to lead, control, manage, direct and influence resourcing for the expenditure of operating costs, expenses, capital and programmatic requirements within USNATO and the NATO Alliance ensuring the application of appropriate guidance based on U.S. and NATO policies, program objectives and constraints. Ability to review studies and recommendations, or to formulate alternatives, ensuring adherence to policy and evaluating each for administration, governance and political impacts on the U.S. or NATO.
