Primary objective
Provide leadership and management to the construction team and manage all construction contracts for a range of land
development projects in remote and urban areas across the NT, including providing construction technical input to resolve issues.
Context statement
The Land Servicing and Engineering unit is responsible for program management, design and construction of subdivisions, land
servicing infrastructure, including trunk infrastructure, across the Northern Territory. The unit delivers projects of varying size and
complexity to either develop land or adequately service it for future development. Projects delivered are diverse and generally
include all essential service disciplines including roads, drainage, water, power, sewerage, and communications etc.
Key duties and responsibilities
1. Act as Superintendent’s Representative for land servicing construction projects.
2. Manage the land servicing construction delivery including the resolution of issues within delegation, approval of progress
claims, invoices and cashflows.
3. Provide quality contract management advice and services to ensure land development projects are delivered on time and
within budget.
4. Identify and manage improvement strategies to minimise risk in program and project planning and delivery in allocated regions
/ communities.
5. Actively participate as a full member of the LSE team, contributing innovative ideas and solutions to all aspects of departmental
business including developing and maintaining good working environment within the organisation.
6. Develop and maintain effective collaborative partnerships and strategic alliances within the team and across the Department,
other NTPS agencies, and industry representatives.
Selection criteria
Essential
1. Significant understanding and experience in managing land servicing construction projects preferably with experience as a
Superintendent’s Representative and contract management i.e. National Public works Council Conditions of Contract NT
Edition or similar.
2. Proven ability to successfully deliver infrastructure projects, preferably within a land development or other complex service
delivery context in relation to urban, rural, and remote communities.
3. Ability to provide high level advice on technical and engineering principles, standards and practices relating to land
development construction.
4. Significant demonstrable experience with procurement processes, preferably in the NTPS
5. High level of communication and relationship management skills including the ability to interact effectively with people of
diverse cultures and willingness to travel to regional and remote areas.
6. Well-developed program management, leadership, and resource and financial management skills, including the ability to adopt
appropriate risk management strategies and to deliver within set timeframes and financial constraints.
7. Well-develop strategic, analytical, and problem-solving skills including the ability to interpret and manage the social, political,
and organisational environment.
8. NT Driver’s licence or equivalent or ability to obtain one and willingness to travel to regional and/or remote centres via air or
roads including flying in small aircrafts.
Desirable
1. Tertiary qualifications in Project Management or related discipline.
