Who we are
The Finance Division supports the department to be efficient, effective, and financially sustainable through our business partnerships, the Finance Service Charter and our specialist centres of excellence. The division provides financial and management advice and support to the department, the offices of the minister and assistant ministers and to industry stakeholders. The division delivers on business objectives through the provision of high-quality customer service, advice and support and a nationally consistent approach to business, with consideration to the government’s tight fiscal environment, its significant reform agenda and the department’s imperative to maintain financial sustainability.

The Property, Infrastructure and Physical Security Branch leads the department’s:

  • Strategic approach to business continuity, security, property acquisition, infrastructure, emergency management, maintenance, and disposal to drive sustainable commercial outcomes that contribute to long term asset planning and governance, while ensuring to safety and compliance.
  • Strategic approach to manage, monitor, and report on the efficient and effective use of property.
  • Related resources, with a focus on minimising waste and enabling sustainable outcomes while driving Net Zero targets.
The Property Planning and Capital Works team is responsible for monitoring and managing the departments accommodation utilisation as well as the execution of capital works projects. The Property Services team manage a national portfolio of property leases, support facilities maintenance, emergency management and manage a range of enabling contracts and provide expert advice on the application of the Commonwealth Property Management Framework.

The opportunities

We currently have various positions available for immediate filling. A merit pool of suitable candidates will also be established at the conclusion of the selection process.

Emergency Management Officer (Property Services)

Location: This position may be offered for filling in Adelaide, Brisbane, Canberra, Darwin, Hobart, Melbourne, Perth, or Sydney.

As the Emergency Management Officer (Property Services) you will be supporting the department in planning and managing the portfolio. Your key duties will include:
  • Supporting emergency management and ensuring compliance across a national portfolio. Supporting the emergency management committees.
  • Coordinate and support the national warden network.
  • Assist with responding to stakeholder queries and issues resolution.
  • Draft briefs, policy documents and reports to a high standard Contribute to procurement and management of service providers.
  • Contribute to long-term plans for the department aligning with the department’s objectives.
Property Officer (Property Planning)

Location: This position is currently available for filling only in Canberra.

As a Property Officer (Property Planning) you will be responsible for supporting the property planning and capital works team in the management and administration of accommodation and capital works. Your key duties will include:
  • Interpret and comply with legislation, policy and regulatory frameworks with DCCEEW.
  • Maintain/draft policy and procedures associated with DCCEEW Engage with a range of internal and external stakeholders.
  • Build and sustain effective relationships with team members and actively participate in teamwork and group activities.
  • Escalate and assist to resolve real property issues. Provide input into briefs, reports and correspondence.
Property Officer (Hobart Property)

Location: This position is currently available for filling only in Hobart.

As a Property Officer (Hobart Property) you will be responsible for supporting the property planning and capital works team in the management and administration of accommodation and capital works in Hobart. Your key duties will include:
  • Interpret and comply with legislation, policy and regulatory frameworks with DCCEEW.
  • Maintain/draft policy and procedures associated with DCCEEW Engage with a range of internal and external stakeholders.
  • Build and sustain effective relationships with team members and actively participate in teamwork and group activities.
  • Escalate and assist to resolve real property issues.
  • Provide input into briefs, reports and correspondence.
What we are looking for
Knowledge, experience, skills and capabilities
  • Knowledge, or the ability to gain it, and/or experience in one or more of the following disciplines: Property Projects, Facilities Management, Project Management, or Emergency Management.
  • Ability to support the delivery of services across a range of properties and manage workflows and competing priorities.
  • Sound skills in the use of the Microsoft Office suite and databases.
  • Ability to develop, maintain and nurture a range of internal and external stakeholder relationships.
  • Ability to apply sound judgement and exercise discretion.
  • Ability to provide input and feedback on guidelines and policies.
  • Capacity to work independently and as part of a team under limited supervision.
  • Demonstrated public service professionalism and probity and an ability to foster these qualities.
Desirable qualifications
  • Qualifications in Project Management or similar, or the ability to gain them, will be highly regarded.
Eligibility and other requirements
  • Citizenship - To be eligible for employment with the Department of Climate Change, Energy, the Environment and Water you must be an Australian citizen.
  • Security Clearance - This position requires a Baseline Vetting security clearance. You will be required to obtain and maintain a clearance at this level.
  • Pre-employment Check - Your suitability for employment will be assessed through a pre-employment screening process. This process includes a requirement to undergo and satisfy a National Police Check, referee checks, character clearance and where required a pre-employment medical assessment, specified mandatory qualification(s) validation and a probation period of 6 months.
