Vice President - Emergency Services & Nurse Executive

Overview:
Leads the planning, development, implementation, management and evaluation of Emergency Departments, Urgent Care, Emergency Management, Emergency Communication Center, Patient Consult Transfer Center, PBX, and other assigned areas. Works closely with other nursing and clinical leaders/ departments, and the Section Chiefs – Emergency Medicine and Urgent Care, and other leaders, to optimize care, access, safety, quality, patient experience, compliance.

Responsibilities:
  • Establishes and maintains standards of patient care and professional practice. Ensures budgeting and staffing models support quality and safety of care in Emergency and Urgent Care Services.
  • Interviews, hires, counsels, evaluate, manages performance and when necessary, discharges subordinate management personnel. Supports a diverse and inclusive work environment which is responsive to patient and staff needs.
  • Collaborates and consults with medical and hospital personnel at all levels, both internally and externally, for the development and coordination of services.
  • Participates in developing, implementing, and evaluating the organization's mission, goals, and objectives and is responsible for developing the philosophy and strategic plan for the assigned departments / programs consistent with those of the Hospital.
  • Monitors and administers activity, revenue, expense, and capital budgets for all and other assigned departments. Analyzes, monitors, and controls allocations for effective management of financial, human, material, and information system resources.
  • Establishes a culture of continuous improvement which encourages problem and error reporting, and optimizes contributions of staff members in evaluating and improving systems and care in all of NCH.
  • Implements an effective and ongoing program to assess and improve nursing/clinical practice and the quality and appropriateness of nursing/clinical care provided to patients in the Emergency and Ambulatory Services setting.
  • Assists subordinate supervisory personnel in developing effective policies and procedures, developing appropriate goals, and resolving complex managerial problems. Oversees recruitment, retention, morale, and evaluation processes for assigned departments/programs.
  • Ensures systems are coordinated for patients' continuity of care throughout the health care spectrum.
  • In conjunction with the Medical Leadership facilitates efforts to define and improve both the quality of care provided and the safety of patients care throughout NCH's Services.
  • Jointly recommends and enacts emergency medicine marketing strategies for organization.
  • Plans, provides, assures, promotes, and participates in evidence-based educational programs for the professional and client communities including orientation, in-services, seminars, community education, graduate and undergraduate teaching as needed.
  • Initiates, promotes, and stimulates the continuous performance improvement process, through investigation and research designed to assess or improve clinical, administrative, and educational outcomes.
  • Participates in the development and enactment of Emergency and Urgent Care Services plan for orientation, training, and continued education of staff to ensure staff competency and staff safety, maximize achievements and professional growth.
  • Participates in developing, implementing, and evaluating recruitment, retention, and continuing education programs for Emergency, Urgent Care and other assigned personnel. Develops, monitors and maintains key staffing metrics.
  • Leads efforts to both understand and develop national, state and community standards in the delivery of pediatric health care services, education, and research in the Emergency and Urgent Care settings.
  • Reports regularly to the Chief Operating Officer, Chief Nursing Officer, peers, and medical staff concerning department/ program goals, problems, and forecasts.
  • Oversees ED and UC supply chain, and helps negotiate any applicable purchasing or service contracts.
  • Responsible for assuring that assigned departments/programs are compliant with all accrediting bodies such as JCAHO, that appropriate quality assurance programs are in place, and that departments/programs are in compliance with the Hospital Corporate Integrity Program.
  • Works closely with other executive, management and physician leaders to ensure Health-System wide implementation of four phases of emergency management (Mitigation, Preparedness, Response and Recovery).
Qualifications:
  • Education: Work requires a level of knowledge equivalent to that obtained by completing a master's degree program in hospital administration, business administration, or nursing administration.
  • License: Licensed to practice as a registered nurse in the State of Ohio.
  • Experience:
    • Between seven and ten years of progressive management experience including opportunities to demonstrate substantial understanding of healthcare administration, patient care delivery, and application of sound management principles and practices.
    • Previous leadership experience in a complex setting required, preferably in a teaching institution with demonstrated program development and teaching skills.
    • Previous experience in a pediatric or maternal / child health program desirable.
    • Previous experience in providing leadership and management of complex emergency services operations desirable.
  • Analytical ability needed for devising effective policies and procedures, competency criteria and planning organizational changes.
  • Interpersonal skills needed for strong physician relationships, counseling subordinate supervisors and resolving complex employee and multisystem problems.
  • Competent in use of various computer programs.
  • Flexible thinker with demonstrated ability to work effectively in a team environment.
  • Outstanding leadership and communication skills.
  • Commitment to customer service / patient and family experience.
MINIMUM PHYSICAL REQUIREMENTS
Note frequency as Constantly (67-100%), Frequently (34-66%) and Occasionally (0-33%) for each requirement. Also, note any lifting requirements with pound limit.
