The Systems Analyst - Project Lead will assist with the procurement, development, and implementation of a new Electronic Infectious Disease Surveillance System (EDSS) and work with the enhancement of the existing system, Maven SCION. The role requires strong analytical, technical, and communication skills to support system analysis, testing, troubleshooting, reporting, and collaboration with other departments to ensure the success of the EDSS project. Key Responsibilities:
Study and become an expert in the current and new Electronic Infectious Disease Surveillance System (EDSS).
Work with Information Technology staff to ensure that technical functionality and IT security practices are followed.
Support program area system owners to understand and meet their business functions and needs.
Provide user support, including troubleshooting system-related issues, managing user account permissions, and providing system training.
Assist with system testing, production validation, and the lifecycle process of the system.
Monitor data quality and system performance, making improvements when necessary.
Coordinate with IT and program area teams to present solutions and improvements for system functions.
Maintain technical documentation, policies, and procedures in compliance with DPH security standards (NIST 800-53, FISMA).
Manage system protocols, user security, integration, and workflows within the agency.
Follow agency IT standards and work in collaboration with program area staff to ensure the system meets the operational goals of the DPH.
This role requires a Systems Analyst with at least 6+ years of experience in IT, including strong knowledge of system analysis, customer service, and proficiency in Microsoft Office products. The ideal candidate will also have experience with government IT practices and be able to adapt to dynamic project needs. The candidate should have a strong understanding of IT security and data quality monitoring. Bachelor's degree in Computer Science or related field
Strong background in IT, systems engineering, and system design
Experience with Service-oriented architecture and ETL
Familiarity with IT infrastructure and Salesforce
Knowledge of No SQL, Cloud security, and AWS
Excellent communication and analysis skills
Understanding of NIST standards and FISMA regulations
