STAFF SERVICES MANAGER II (SUPERVISORY)


Under the general direction of the Child Care Bargaining and Inclusion Bureau Chief (SSM III), the Multilingual Learners and Inclusion Section Chief is responsible for planning, organizing, and directing the operations of the Section to ensure the effective and efficient management of tasks and projects related to inclusion and multilingual learners.

Working Conditions

This work location is very convenient! The CDSS is located two blocks from the light rail and public transportation: within walking distance to the State Capitol, parks, restaurants, farmer’s markets and the Golden 1 Arena. Our building has easy access to I-5, Highway 50, and Highway 80.

This position may be eligible for hybrid telework under California Government Code Section 14200 for eligible applicants residing in California. All telework schedules are subject to change and may be reevaluated at any time. Specific telework arrangements may be discussed in more detail with the respective hiring manager. Telework does not change the terms and conditions of employment, the essential functions of job duties, or required compliance with the Department of Social Services policies. Please note, if this position is being advertised in multiple locations, the headquarter location will be designated based on the selected candidate's?primary residence location, and/or the closest CDSS location.

The mission of the Child Care and Development Division (CCDD) is to build, strengthen, and maintain an equitable, comprehensive, quality, and affordable child care and development system for the children and families in our state; to integrate child care with other CDSS programs and services that serve the whole child and the whole family; to address social determinants of health and adverse childhood experiences which significantly impact long-term outcomes for children; and to provide vital supports to the child care and development workforce and programs for children to have access to equitable and stable child care and development opportunities. The CCDD provides planning, policy direction, and oversight of the majority of state-supported child care and development programs and services in California. These include programs that provide a variety of state-subsidized child care services, quality improvement plan activities, local child care and developmental planning councils, and child care resource and referral programs. The CCDD seeks to implement data-informed programs and policies, while providing robust technical assistance and support to counties, contractors, and stakeholders.

Desirable Qualifications
In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

Knowledge of inclusion, multilingual learning, problem solving techniques, and subsidized child care and development policy is desired. Knowledge of the federal and state legislative and rule-making processes is desired. The SSM II must demonstrate creative thinking, problem-solving, programmatic policy making skills, excellent communication skills, and extensive public speaking experience. Good interpersonal relationship skills are critical to success. Travel may be required up to 15% of the time. Occasional evening/weekend work required. Bilingual preferred.
