Elementary / Middle School Counselor

Job Description:
The elementary / middle school counselor is assigned to delivering a standards based, integrated, comprehensive and developmental school counseling program in accordance with state law, West Virginia Board of Education, and county policies/regulations. The school counselor will assist students with the acquisition of school success and career readiness skills, preparing them for success in middle and high school, as well as a variety of postsecondary options in becoming globally competent citizens. In addition, the elementary/middle school counselor will work collaboratively with other school staff to assist students with overcoming personal/social barriers to learning, academic planning, and making a seamless transition to high school.
Qualifications:
Holds or qualifies for a West Virginia Professional School Counselor Certificate endorsed for the grade levels applicable to this assignment.
Responsibilities:
1. Adhere to Family Education Rights and Privacy Act guidelines (FERPA)
2. Follow established rotation schedule to provide equitable services to assigned schools.
3. Attend all county counselor professional development sessions.
4. Maintain a daily log utilizing the online counselor log provided by WVDE. Must demonstrate the 75% direct services to students.
5. Report in the office when arriving and leaving assigned schools according to procedures established by the principal.
6. Maintain lesson plans for classroom activities, topics to be covered, etc. which are available at each school.
7. Provide the principal with a schedule of activities to be conducted in classrooms and of individual and group counseling sessions.
8. Work collaboratively with school faculty, staff, and support personnel to implement the Comprehensive School Counseling Plan.
9. Provide consultant services for parents, teachers, and administrators.
10. Utilize outside referral services when appropriate.
11. Work with individual students and groups of students to meet the goals of Policy 2510, Policy 2315 and the West Virginia Student Success Standards.
12. Help students learn coping mechanisms for life.
13. Counsel with students regarding the importance of regular school attendance.
14. In grades 6-8, the counselor will help facilitate a school-wide, systemic, guidance and advisement approach to ensure Personalized Education Plan (hereinafter PEP) planning and career exploration is multi-faceted and individualized, guiding students and their parent and/or guardian to thoughtfully explore individual interests and aptitudes in relation to academic and career planning.
15. Meet one-on-one with advisor/mentor, parents and students in developing the PEP during 8th grade year.
16. The professional school counselor is required to meet the standards for designing, implementing and facilitating a Comprehensive School Counseling Program. The standards are:
- Standard 1: Program Planning, Design and Management.
The professional school counselor collaboratively plans, manages and designs the comprehensive school counseling program (CSCP).
- Standard 2: Program Delivery.
The professional school counselor facilitates delivery of the WV Comprehensive School Counseling Program for all students.
- Standard 3: Data Driven Accountability and Program Evaluation.
The professional school counselor examines school, student, and program data to annually evaluate school counseling program results and to assure program completeness
- Standard 4: Leadership and Advocacy.
The professional school counselor assumes a leadership role in advocating for student and program success.
- Standard 5: Professional Growth and Responsibilities.
The professional school counselor is responsible for improving skills and knowledge and advancing his/her practice and the school counseling profession.
- Standard 6: Student Impact Goal
As substantiated by research, certain variables serve as barriers to student achievement e.g. poor attendance, behaviors, lack future goals, retentions, poor transitioning efforts, and family and social issues while other variables positively impact student achievement e.g. good attendance, parental involvement, ongoing career planning, a positive school culture, and so forth. This standard requires counselors to collaborate with school leadership to analyze student and school data and annually identify one variable they will address through a ‘student impact goal’ The student impact goal may include such areas as: improving attendance, decreasing discipline referrals, decreasing retentions, increasing number of students completing electronic career portfolios, improving graduation rates, increasing enrollment in rigorous courses, increasing parental involvement, improved learning, and so forth. Additionally, counselors will annually administer a school- wide needs assessment to assess the needs of students in relation to the school counseling program standards. A student impact goal could include addressing identified high needs areas through the school counseling program. In this case, a follow-up survey would be utilized to determine if these areas of need have been addressed. Counselors will develop an action plan describing how they will address the goal (e.g. individual student planning, individual or group counseling, career development and post-secondary planning efforts, school-wide student support systems).
17. To perform other duties and responsibilities as assigned by the principal/assistant principal.

TERM OF EMPLOYMENT:
Effective December 2, 2024 for the remainder of the 2024-2025 school year, for 122 days. Term of employment shall be 200 days each year thereafter. (Pending Board Approval of resignation)
