ECS is seeking a Program Manager to lead and manage a large IT contract. This Program Manager will provide overall management of the contract and the program team consisting of ECS employees, subcontract staff, and expert product consultants, to ensure the overall success of program. Contract support will be in several areas to include software development, database management, IT support, helpdesk, financial reporting, and administrative support. team of IT professionals supporting various application and systems for USPS.
This position will perform and have the following duties, roles, and / or responsibilities:
- The Program Manager acts as the primary and accountable point of contact for the customer. The PM will be responsible for overall performance including account-management disciplines, business-management processes, and associated reporting.
- Provide leadership, management and interpersonal communication skills necessary to inspire, lead, direct and manage a large-scale IT program team.
- Proactive operational management of the program team consisting of ECS employees, subcontract staff, and expert product consultants, responsible for all aspects of program delivery
- Ensure high customer satisfaction through regular communication and transparency.
- Work with customer technical leads and contracting officers/representatives to ensure appropriate contact management, budget management, and schedule management.
- Full P&L responsibility, performing financial management functions including forecast development, cost estimation, budget formulation, and financial tracking and reporting
- Work with customer to drive innovation and strategic planning initiatives throughout the life of the contract.
- Collaborate with corporate resources for contracts administration, human resources, recruiting and retainment, security, training, and procurement management
- Develop executive level briefings and solutions overviews to support communication and understanding of technical capabilities, value, and program progress
- Oversees enterprise technologies with a broad range of experience across all areas of IT. Experience managing deployments and maintaining solutions across a diverse and heterogeneous IT environment, including technical leadership in Software Development, Systems Administration, Service Desk Management, Systems Engineering, Change Control and Configuration management, and Cloud Operations.
- Provide management and technical leadership support on projects of similar scope and size, working across all elements of PMBOK and IT delivery life cycles, including initiation, planning, development, requirements management, CM, quality assurance, and release management.
Requirements:

Must be a US Citizen and must be able to obtain a Public Trust Clearance.

Bachelor's Degree in management, business administration, information technology, or related field with 12+ years of experience and a minimum of 8 years of management experience.
- Experience leading and managing very large teams of 100 or more personnel providing Enterprise IT and/or Agile Software Development support services.
- Experience leading multi-functional/multi-disciplined teams.
- Proven ability to prioritize and manage multiple, concurrent large-scale projects across multiple sites including infrastructure implementations while meeting aggressive deadlines in a fast-paced environment.
- Strong written and oral communication skills. Strong relationship management skills.
- Strong planning, organizational and process development skills.
- Technically competent with various software programs – MS Office Word, Excel, Power Point, Visio.
