Planner II

ESSENTIAL JOB FUNCTIONS: Works under the direction of assigned manager to assist in the updating, amending, and implementation of the comprehensive plan for the City of Memphis. Contributes to development of recommendations related to land use, transportation, public facilities, housing, economic growth and development, neighborhood stabilization, quality of life, civic engagement, and budget impact. Develops, plans, and studies for communities, districts, or city systems. Reviews land use proposals for plan consistency, prepares reports and correspondence to support findings. Collects data and information and provides qualitative and quantitative research and analysis. Drafts summaries, test contents, technical reports, and memos of research findings. Reviews plans and reports for accuracy and consistency. Compiles findings for internal and external stakeholders. Coordinates with other city divisions and external stakeholders to gain input and support relevant to the comprehensive plan. Creates and gives presentations, facilitates public meetings, and attends planning meetings and workshops of other Divisions and agencies. Uses design expertise to prepare maps, design concepts and visuals, and 3D renderings to support plans and reports. Creates templates, presentation slides for design concepts, reports, and technical correspondence. Drives to various worksites to attend meetings and to conduct site visits.

TYPICAL PHYSICAL DEMANDS: Must be able to communicate effectively both verbally and in writing with staff, management, and public. Requires ability to operate personal computer, telephone, and other basic office equipment. Requires ability to read and interpret federal, state, and local regulations and policy regarding planning. Must be able to operate an automobile.
TYPICAL WORKING CONDITIONS: Work is performed in an office environment, in the community, and in the field inspecting areas and buildings or conducting community meetings, some of which may be held in the evening. Requires travel between building sites and to various meetings, offices, and other locations.
MINIMUM QUALIFICATIONS: Bachelor's degree in City or Regional Planning, Architecture, Urban Design, or related field and five (5) years of experience in planning, urban design, architecture, transportation, GIS/analytics, civic engagement, or community development; or any combination of experience and training which enables one to perform the essential job functions. Master's degree may substitute for two (2) years of experience. Must possess and maintain a valid driver's license as a condition of continued employment. Bilingual (Spanish/English) speaking abilities strongly preferred. Working experience with relevant software such as Arc GIS, Sketch Up, Auto CAD, and Adobe Creative Suite is preferred.
The City Charter requires that City Employees must establish residence within Shelby County within six (6) months from date of Employment. Proof of residence will be required at the time of hire. Proof of residence will be required at the time of hire. As defined by Tennessee House Bill 105, "first responder means paid, full-time law enforcement officers, firefighters, and emergency medical personnel and dispatchers of law enforcement, fire and emergency medical service departments."
