Summary of Work
The Operations Specialist assists with the development, implementation and enhancement of operational, logistical, and response-related activities and programs to ensure a statewide coordinated response. This position is responsible for coordinating with other agency sections and partners to help identify planning, training and exercise-related gaps and needs of the section and implement plans to address those gaps and needs.

The position of the Operations Specialist reports directly to the NDDES Response Section Chief. This position will assist with coordination of preparedness and response-related activities with whole community partners to include voluntary, local, state, tribal and federal agencies, and the private sector. Conduct outreach and coordination with whole community partners to develop and enhance relationships and evaluate roles/responsibilities, resources/capabilities and notification/information sharing to improve communication, coordination, and response to incidents within the state.
The Operations Specialist will coordinate new agency staff orientation meetings and training with key stakeholders to review roles and responsibilities outlined in the State Emergency Operations Plan (SEOP) and during SEOC activation. Serve in a State Unified Command System (UCS) position during State Emergency Operations Center (SEOC) activation. Assist with implementation of the Emergency Management Assistance Compact (EMAC) and Northern Emergency Management Assistance Compact (NEMAC) program.
The Operations Specialist will assist with planning initiatives, development and maintenance of policies, procedures and other documentation and revision of existing plans, processes and procedures based on new guidance/direction and after-action reports/improvement plans. Assist with identification, development and delivery of internal training and exercises for SEOC staff and identification and implementation of enhancements and modifications to Web EOC, the agency's web-based incident management system.
Minimum Qualifications
Requires a bachelor's degree in a related field and one year of professional work experience demonstrating extensive verbal, written, analytical and interpersonal communication skills. Additional work experience, as described above, may substitute for the education requirement on a year-for-year basis. Preference will be given to candidates with demonstrated experience in emergency management, operational planning, training and exercise or incident response coordination. Successful completion of the interview process, reference checks and criminal background investigation are required.
