Meter Reader I (Kailua-Kona Only) - SR-10

Duties Summary

This recruitment is to fill vacancies in the Kailua-Kona district only.
Your application will not be accepted if you do not indicate Kailua-Kona as a district in which you are available to work.

Reads and records the readings of water meters and/or uses hand held devices with data files to read meters; performs customer service activities related to meter reading and water services; and performs other related duties as required.
There are two (2) immediate vacancies with the Department of Water Supply - Operations Division:
  • one (1) permanent full-time Clerk-Meter Reader vacancy in Kailua-Kona.
  • one (1) permanent full-time Meter Reader I vacancy in Kailua-Kona.
The eligible list may be used to fill other Meter Reader I and Clerk-Meter Reader permanent and temporary vacancies in Kailua-Kona as they arise during the life of the list. Temporary appointment may lead to conversion to permanent appointment.

Examples of Duties

  • Reads water meters and records readings manually in meter books, or uses hand held or automatic meter reading devices to read meters.
  • Uploads assigned route data file to hand held device; downloads completed route data file.
  • Prints variance report from data file.
  • Compares water consumption figures with previous recordings and when significant discrepancies are noted advises consumers of abnormal water consumption.
  • Advises and informs consumers of policies and regulations applicable to obstructions on or around water meters; may be required to trim shrubs or grass to read water meter.
  • Prepares and submits daily report of work required in the field.
  • Detects and reports evidences of water leakage, damaged meters, and outlets.
  • Receives and investigates customer complaints such as high consumption and recommends ways of correcting the problem or reports to main office if beyond scope of authority.
  • Prepares applications for new water services and for changes in water service.
  • Collects and receives cash payments for current and delinquent accounts.
  • Prepares daily cash reports and balances cash.
  • Instructs and directs substitute meter readers during sick leave or vacation of meter reader.
  • Prepares daily time sheet.
  • Changes broken meter boxes and/or covers when necessary.
  • Assists in posting of consumers' meter records after monthly meter schedule.
  • Operates vehicle to read meters on assigned routes.
  • Performs other related duties as assigned.

Minimum Qualification Requirements

Training and Experience:
A combination of education and experience substantially equivalent to:

  • graduation from high school, and
  • two (2) years of clerical experience, some of which shall have included experience dealing with the public, and
  • possession of a valid State of Hawai`i driver's license (Class 3) or any other valid comparable driver's license at the time of filing. (You will be required to submit your valid license at the time of hire.)
Substitution of education for required experience: An Associates Degree in Business Technology, OATS, or Secretarial Science may be substituted for the two (2) years of clerical work experience. (Scan and attach a copy of your official college transcript to your application to be credited for the substitution of experience).
Examination: All applicants who meet the minimum qualification requirements will be assigned a score of 70 points. An education and experience evaluation will be conducted based on the applicant's training, education and experience as presented in the application.

Knowledge of: urban and rural streets and roads in the County of Hawai`i; clerical practices; record keeping; grammar, spelling, and word usage; public relations; the purposes and uses of standard office machines.

Ability to: make accurate arithmetical computations; compare names and numbers accurately; keep records and prepare simple reports; understand and interpret laws, ordinances, rules, and policies pertinent to the department; operate vehicle to read meters on assigned routes; operate standard office machines and equipment, including desktop computers and peripherals; understand and follow oral and written instructions; deal tactfully and effectively with the public; work harmoniously with others.
