Improper Payments - Manager

Period of Performance: 1040 Hours (Part-time: 40 hours to perform the review of the current improper payments program. 40 hours to create the queries, reports and analytics needed for the program. 120 hours per quarter to perform the review, analysis and reporting of findings over an eight (8) quarter or two (2) year period of time.)
Place of Performance: Hybrid with 3 days per week onsite VA Office Building, 2401 Mill Road, Alexandria VA.

The scope of the improper payment program focuses the execution of a structured and systematic risk-based approach for monitoring vendor payment disbursements on a quarterly basis with the goal of preventing, reducing, reporting and in cases recovering improper payment inconsistencies. Specific concentration should be on building a scalable and repeatable (quarterly) improper payments program using a strong analytical foundation to determine applicability and accuracy of payments made out of the Accounts Payable system. The program should include the basic tenant of improper payments as to whether a payment should have been made or not and whether the payment made was for the accurate amount. The selected candidate will review the current defined improper payments program and suggest needed improvements to ensure all items defined within this scope are included within the program.
