Summary Job Goal: The Grants Compliance Accountant provides administrative infrastructure to organize, manage and oversee grants and contracts at AVCP totaling annual receipts and expenditures of $30M+. Provide outstanding administrative and technical guidance, service and support to AVCP staff responsible for sponsored programs. Additionally, this position is responsible for Accounting duties as defined below and works with the Grants Compliance Officer.
Performance Responsibilities: include the following. Other duties may be assigned.
- Stay abreast of current funding opportunities, requirements and best practices and
- disseminate information to PI/Directors as requested.
- Assist with and review proposals and budgets to ensure conformity with established AVCP
- policies and practices.
- Log and track proposals, award notices, and any proposed pre-award changes.
- Monitor all post-award activities for assigned project, grants and contracts to assure timely and
- cost-effective compliance with applicable regulations and requirements.
- Log and track award notices and notify PI/Program Directors of awards.
- Work with P1/Directors to ensure documentation of cost sharing or in-kind matches required by
- awards.
- Review, approve, and monitor expenditures to ensure they are expended within agency and
- award guidelines.
- Provide timely and accurate reports of project receipts and expenditures to PI/Directors. May
- assist with planning future expenditure requests.
- Review cost transfers, budget revisions, journal vouchers, carryovers, closeouts.
- Develop and implement a calendar/suspense system for post-award management and
- reporting.
- Monitor progress and non-financial reporting requirements for compliance with appropriate
- Circulars.
- Maintain corporate records for federal, state, and private foundations grants and contracts,
memoranda of agreement and any required property management records.
- Interact with various funding agencies, accounting staff and auditors in matters relating to
assigned programs.
- Prepare grant financial reports as required by the funding grant administration agency.
- Request drawdowns on a bi-weekly basis each fiscal year.
- Develop and present in-house training and materials on grant and contract management.
- Assist with preparation of indirect proposals.
- Maintains strict confidentiality of departmental information.
- Other duties as assigned.

EXPERIENCE: Must have a Bachelor's degree in Public Administration, Accounting, Business or related field from an accredited university. A Master's degree is preferred; however experience may be substituted for education. A minimum of five (5) years of related increasingly responsible experience in pursuing funding sources, grant proposal writing, application, administration and monitoring, as well as experience performing at the level of staff accountant and successfully performing duties may be substituted for the Bachelor's degree. Experience in developing and carrying out complex policy, program, project , administrative and budget plans. Demonstrated knowledge of non-profit budgeting and accounting, budgetary control, monitoring, reporting and auditing. Advanced analytical skills. Demonstrative effective decision-making, negotiations and mediation skills. Strong interpersonal skills to interface and work with all levels within and outside of AVCP. Excellent written and verbal communication skills. Ability to work independently and instruct, supervise and evaluate employee(s). Must be detail oriented. Flexible and adaptable to changing priorities. Computer proficient.
