Energy Efficiency Revolving Loan Fund – Program Manager
Overview The Program Manager will lead the execution of the Department of Energy - Energy Efficiency Revolving Loan Fund Capitalization Grant Program in Puerto Rico. This position is responsible for creating and implementing the strategic and logistical components of the program, including collaborating with external stakeholders. The Program Manager will work under the supervision of the Director of Finance and Administration to drive the program toward achieving its objectives while ensuring compliance with federal and state guidelines. This position may eventually grow to manage other federal programs funded by the Greenhouse Gas Reduction Fund – National Clean Investment Fund and Solar for All. Key Responsibilities Program and Fund Management
Strategic Financial Planning: Develop and implement the financial strategy for the Energy Efficiency Revolving Loan Fund (EE-RLF) program. This includes developing the structure, processes and agreements for deploying EE-RLF funds for eligible projects, setting measurable financial goals, creating comprehensive budgets, and identifying key performance indicators (KPIs) to track both program progress and financial performance.
Cost-Effectiveness Analysis: Design and implement a lifecycle cost-effectiveness test that informs energy efficiency audits, in accordance with DOE grant requirements, ensuring recommendations align with long-term financial and energy savings goals for the program. Develop processes for energy audit completion, review and approval (including project approval for RLF funding), and cost reimbursement (if applicable).
Operational Oversight: Develop and manage the day-to-day financial operations of the EE-RLF program, including the processes for deploying RLF funds for eligible projects and monitoring and collective repayments of RLF funding (as applicable). Ensure that all activities stay within budget and on schedule. This includes coordinating cross-functional teams and resolving any financial or operational issues that arise.
Regulatory Compliance: Work closely with the legal team to ensure full financial and operational compliance with federal regulations, particularly with the DOE and other funding sources (e.g. Davis Bacon Act, Buy American Build America Act, and National Environmental Policy Act requirements), maintaining strict adherence to all legal guidelines. Establish RLF reporting systems to meet DOE grant reporting requirements.
Core Knowledge
Deep knowledge of clean energy programs, their design, implementation, deployment, and policies, specifically, energy efficiency deployment.
Awareness of 2 CFR 200 and relevant federal funding governance, including government contracting regulations.
Strong knowledge of grant management principles, including pre-award and post-award processes, sub-granting, and grant reporting.
Project management skills, including the ability to develop work plans and effectively organize projects with others, establish goals and timelines, clarify mutual expectations, and evaluate results.
Experience with low- and moderate-income communities in Puerto Rico. d adjustments as necessary.
Minimum Qualifications Required
Academic Degrees: Bachelor's degree in Finance, Accounting, or a related field. MBA, CPA, or CFA is preferred.
Extensive Program & Project Management Expertise: Over 10 years of experience in program administration or project management, specifically connected to federal funding initiatives.
Leadership Experience: Proven track record of 4+ years in team leadership, managing contractors demonstrating effective team coordination and goal achievement.
Federal Grant Management Proficiency: Significant experience managing and reporting on federal grants, ensuring compliance with all funding requirements and governance protocols.
Bilingual Communication Skills: Strong written and verbal communication skills in both English and Spanish, with a demonstrated ability to produce high-quality writing, persuasive communication, and deliver effective public presentations and facilitate meetings.
Project Finance Expertise: Solid experience in project finance and management within both banking and government sectors, with specific knowledge of Puerto Rico’s financial landscape.
Preferred Qualifications ● Federal Funding & Compliance: In-depth understanding of 2 CFR 200 and federal funding governance, including mastery of government contracting regulations and their financial implications. ● Grant Management Proficiency: Strong grasp of grant management, including financial oversight of pre-award and post-award processes, sub-granting, and comprehensive grant reporting to ensure fiscal responsibility. ● Financial Project Management: Proven project management skills, with the ability to develop detailed financial work plans, organize and manage multi-stakeholder projects, set clear goals and timelines, and evaluate financial performance. ● Community Engagement: Experience working with low to moderate-income communities in Puerto Rico, with an understanding of their unique financial needs and challenges in accessing energy-efficient solutions.
