PRIMARY DUTIES & RESPONSIBILITIES
Salary to be commensurate with experience
The hiring range for this position is $37.61 - $47.02/hourly

OVERVIEW OF POSITION / DEPARTMENT
The Detention Lieutenant is responsible for communicating organizational needs, overseeing employee performance for sergeants, providing guidance and support, identifying development needs of staff, and managing the reciprocal relationship between staff and the organization so that each is successful.
PRIMARY DUTIES & RESPONSIBILITIES
- Assumes responsibility for all activities and events that occurs on an assigned shift; plan, organize, and direct shift operations in conjunction with the Chief of Detention
- Observe, monitor, and evaluate work performance of staff on their assigned work team shift
- Counsels employees on career development
- Assist in the development of in-service and orientation training programs for subordinate staff.
- Reviews, processes, and completes a high volume of reports including time and attendance records, and incident reports
- Responsible for managing, coordinating, and maintaining specialized information systems
- Coordinates training on specialized information systems
- Operates a variety of office equipment including a computer systems and related software
- Troubleshoots specialized equipment
- Resolves problems and conflicts that arise during work
- Enforces safety regulations and procedures
- Oversees the care, management, appropriate processing, and necessary transport of detainees
- Coordinates prisoner appearances in court, including prisoner records and reports
- Performs special projects as directed by the Chief of Detention
- Performs job duties requiring skills, knowledge and physical requirements, as demanded by those duties described or less. Individual assignments will be determined by the Chief of Detention based on then current workloads and department needs.
- Establishes effective working relationship with other city departments and agencies
- Supervise and lead direct reports, this includes but is not limited to making recommendations regarding selection, hiring, training, evaluating and disciplining of assigned employees
- Performs other related duties as assigned
MINIMUM QUALIFICATIONS & WORKING CONDITIONS
An equivalent combination of education, training, and experience that demonstrates required knowledge, skills, and abilities may be considered.
Education:
- High School Diploma or GED
Experience:
- Three (3) years of experience as a supervisor or in a leadership position directing the operations of a jail facility, correctional facility, detention facility, law enforcement agency, or a related field
Licenses and Certifications Required:
- Colorado Driver's License with a good driving record
- Current First Aid and CPR Certifications – must be able to obtain within the first 6 months of employment
- NCIC/CCIC Certification – must be able to obtain within the first 6 months of employment
- City of Aurora Supervisory Training – must be completed within first 6 months of employment
- Supervisory training certificates
- Must be able to work rotating shifts (days/evenings/midnights) including weekends and holidays
- Must be able to work overtime when required
- Must be flexible with shifting from 8hr to 12hr shifts based on operational need
- Requires a current tuberculin test
Preferred Qualifications:
- Associate’s or bachelor’s degree in Criminal Justice or Business Administration preferred
Knowledge:
- Principles and practices of supervision, personnel administration and leadership skills
- Must be knowledgeable and an expert on related policies and procedures, must stay abreast of the law and current events related to crime, corrections and related fields.
- Knowledgeable of all officer positions and respective assignments held within the facility
Skills:
- Strong interpersonal and managerial skills
- Skill in the use of windows-based programs

- Skill in customer relations, crisis communications management, public speaking and media relations
- Skill in checking information for accuracy and completeness and correcting errors

Essential Personnel:
- When a local announcement of emergency or disaster is declared by the City, all City of Aurora employees may be required to work as essential personnel
Physical Demands:
- Heavy work that involves moving no more than 100 pounds with or without assistance at a time with
- Regular lifting and carrying objects weighing up to 25 pounds
- Considerable walking and standing
- Regular pushing, pulling, bending, and twisting requiring full range of body movement
- Hand/eye coordination to operate control panel and other equipment as well as controlling prisoners
- Hand/foot coordination for operation of van for transport of prisoners
- Vision to read reports and other written materials and monitor controls, video equipment, and prisoner activities
- Speech communication, hearing, and listening to maintain communication with other employees and prisoners
Work Environment:
- Works indoors in a detention/jail facility with some time spent outdoors
- Essential for the employee to be in-person
- Some exposure to noise, dust and inclement weather
- Regular exposure to uncooperative and combative detainees
- Shift work to include rotating shifts, working weekends and holidays
- Must be able to cover all shifts on an as-needed basis
Equipment Used:
- Operates a motor vehicle and other equipment related to detention work
- Uses standard office equipment including personal computer and common office software such as email, internet, Word, Excel and menu driven databases
- This position may require the incumbent to use personal equipment (e.g. vehicle, cell phone, tools, etc.) in the course of their employment
