Background:
The U.S. Customs and Border Protection (CBP) Office of the Chief Medical Officer (OCMO) has a continuing requirement to provide support along the Southwest Border. CBP’s medical capabilities are one part of a larger system of medical support for migrants in government custody. CBP ensures that individuals in custody receive the appropriate scope of medical support compatible with a front-line operational environment where persons will be in custody for a short period of time. As a result, CBP has a requirement for a part time Death in Custody Reviewer/Advisor. The death of a person in custody of CBP is reviewed, and if this death and/or review of the death warrants study/analysis by an outside of CBP entity, the Death in Custody Reviewer/Advisor will be involved.
The Death in Custody Reviewer/Advisor shall at a minimum:
- Write a report with his/her findings and submit to CBP OCMO
- Provide an independent experienced physicians analysis
- Be available on a part time basis to conduct death in custody/death reviews
- Provide independent expert clinical review of cases as requested by OCMO
Requirements:
- Doctor of Medicine or Doctor of Osteopathy degree from a school in the United States or Canada approved by a recognized accrediting body in the year of the applicant's graduation.
- A Doctor of Medicine or equivalent degree from a foreign medical school that provided education and medical knowledge substantially equivalent to accredited schools in the United States may be demonstrated by permanent certification by the Educational Commission for Foreign Medical Graduates (ECFMG) (or a fifth pathway certificate for Americans who completed premedical education in the United States and graduate education in a foreign country).
- Permanent, full, and unrestricted license to practice medicine in a State, District of Columbia, or a territory of the United States.
- Must be board certified/board eligible in a relevant specialty field such as emergency medicine or family medicine.
- Individuals with different backgrounds who can offer proof of extensive operational medicine experience as described above will be considered.
- Must have relevant prior operational medicine experience, in a military, law enforcement, humanitarian setting.
- Experience in medical program leadership, to include electronic medical record management, medical data and information management, medical quality management, and pediatric and obstetric experience is preferred.
- Flexibility and ability to adapt to sudden changes in schedules and work-related requirements.
- High degree of independence, initiative, and follow-through on a wide range of sensitive, complex, and program issues.
- Must be able to manage an extremely fast paced work environment with significant responsibility and short deadlines.
- Must have excellent oral and written communication skills and be comfortable with skilled building and maintaining relationships with partners across the federal government.
