Minimum Qualifications

MINIMUM QUALIFICATIONS:
Four years of experience in administrative services. Two years of the required experience must have been in compiling, analyzing or processing criminal history information or crash reports, or matching and filing fingerprint records, or law enforcement.

SUBSTITUTIONS:
College training will substitute for the required experience on the basis of 15 semester hours for six months of experience.

NOTE:
College training will only be credited in 15 semester hour increments.

NOTE:
Any college hours or degree must be from an accredited college or university.

Job Concepts
FUNCTION OF WORK:
To receive and process criminal history files, crash reports, sex offender files, applicant requests for employment, permits, and licensing, to manage criminal history systems usage and access and to identify fingerprints by study of non-consequential fingerprint files which include locating, identifying, analyzing and updating records.

LEVEL OF WORK:
Advanced.

SUPERVISION RECEIVED:
General from a Criminal Records Supervisor.

SUPERVISION EXERCISED:
None.

LOCATION OF WORK:
The Department of Public Safety and Corrections – Public Safety Services, Office of State Police.

JOB DISTINCTIONS:
Differs from Criminal Records Analyst 2 by responsibility for performing independent and complex fingerprint verification work, and independently receiving and processing criminal history files, crash reports, sex offender files, applicant requests for employment, permits, and licensing, managing criminal history systems usage and access, and identifying fingerprints by study of non-consequential fingerprint files which include locating, identifying, analyzing and updating records.

Differs from Criminal Records Supervisor by the absence of supervisory responsibility.

Examples of Work
EXAMPLES BELOW ARE A BRIEF SAMPLE OF COMMON DUTIES ASSOCIATED WITH THIS JOB TITLE. NOT ALL POSSIBLE TASKS ARE INCLUDED.

Analyzes and abstracts criminal history information as mandated and allowed by law to complete background checks for licensing boards and employment.

Receives and reviews data print out for dissemination of updated criminal history information to appropriate agencies.

Files, reconciles, and processes incoming requests for connection and access to criminal justice networks.

Files, reconciles, and processes incoming requests for crash reports and concealed handgun permits.

Provides training to the public and other agencies on the procedure for inked and rolled fingerprints and scanning of electronic fingerprint impressions.

Verifies individual identifications by detailed examination and comparisons of inked and scanned fingerprint impressions.

Reconciles FBI responses with criminal and applicant transactions.

Monitors state and national participation in criminal justice information systems to ensure compliance with laws, policies, and operational procedures.

Provides technical assistance to local, state, and federal agencies in proper utilization of criminal justice information systems.

Validates status of sex offender registry information submitted to the state database and the National Sex Offender Registry.

Analyzes criminal history/sex offender conviction information contained in various automated database systems in order to track activities of convicted sex offenders.

Processes court ordered expungements of criminal record information that requires comprehensive knowledge of Bureau policies and Louisiana State Statutes.

Performs quality assurance functions relative to all information maintained on the State LAAFIS and Computerized Criminal History database.

Processes Applicant fingerprint cards through the Louisiana Automated Fingerprint Identification System (LAAFIS) and the FBI Automated Fingerprint Identification System.

Testifies in court on fingerprints as to conclusions of fingerprint comparisons.

Reviews, evaluates and investigates convicted sex offender registrations and criminal history information to ensure compliance with legal mandates and then submit non-compliant offenders for action.

Grants and monitors access of other law enforcement agencies into the State Sex Offender and Child Predator Registry and related law enforcement website.
