Context:
Under the overall supervision of the Director General and direct supervision of the Senior
Director, Office of Communications, Advocacy and Partnerships (OPAC), the Director, Resource
Mobilization Division will be responsible for the following duties:


Core Functions / Responsibilities:
1. Direct IOM's overall outreach to and dialogue with donors and represent IOM to governments,
intergovernmental bodies, international organizations, and public and private sector entities in
order to sustain the interest of traditional donors in supporting both existing and new project
activities, as well as to identify and obtain new donor support.

2. Direct the expanding and diversifying IOM financial resource mobilization processes; cultivate
and maximize opportunities at all levels for relationship building, including with non-traditional
donors.

3. Plan an annual financial resource mobilization strategy for the Organization by working
closely with relevant field and Headquarters colleagues, including taking primary responsibility
for ensuring the preparation of and improving the Organization’s annual global programmatic
outreach document, the "Migration Initiatives (MI)", and leading the annually recurring ‘Global
Appeal’.

4. Plan annual donor visits to the field to enable key government representatives and donors to
comprehend IOM operations first hand and meet IOM’s key stakeholders and partners.

5. Provide strategic guidance and advice to IOM Chiefs of Mission/Heads of Office in initiating
and following up on funding requests and other donor issues, including the negotiation of donor
agreements.

6. Provide leadership, direction and advice internally on experiences with respect to bilateral
donors as well as developing partnerships and outreach. This includes taking the lead on
coordinating and/or organizing meetings of the Donor Advisory Group and its sub-committee,
and other major contributors to IOM.

7. Provide strategic guidance and consistent organization-wide reporting to donors on the use of
voluntary contributions, ensuring quality and timeliness.

8. Manage the Division as an organizational resource for donor queries, and for internal
information on donors and funding, by developing and disseminating tools such as IOM
updates, donor alerts, funding analysis and trends, partnership photobooks and other donor
visibility materials, in addition to the above-mentioned MI and Global Appeal.

9. Perform such other duties as may be assigned.
Required Qualifications and Experience:
Education
  • Master’s degree in Political or Social Sciences, Development Studies, Human Rights,
International Relations, Law, Public Administration or a related field from an accredited
academic institution with fifteen years of relevant professional experience. Experience
  • A minimum of ten years of experience and proven skills in fundraising and resource
mobilization, including developing partnerships with bilateral, multilateral and private donor
institutions;
  • Experience negotiating with donors/Governments; and,
  • Experience in leading and managing a team.


Skills
  • Extensive knowledge of migration and understanding of project development;
  • Extensive knowledge of different aspects of resource mobilization in the public and private
sectors;
  • Excellent oral and written communication, and ability to correctly adapt and tailor
communication to different circumstance, as well as interpret messages and respond
appropriately; and,
  • Strong analytical skills, database proficiency and budgetary and financial skills.
Languages
IOM’s official languages are English, French, and Spanish. All staff members are required to be
fluent in one of the three languages.

For this position, fluency in English is required (oral and written). Working knowledge of French
and/or Spanish is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process,
which may include written and/or oral assessments.

Other:
Internationally recruited professional staff are required to be mobile.
