Job Description:
Key responsibility: to lead the Crew department and ensure the proper manning and efficient crewing operations of the Company fleet
1. Crew Manning/ Operations
a. Crew manning planning as per management/owner requirements for new buildings /newly coming into management vessels
b. Crewing operations and crew change planning for fleet vessel as per crew relief plan and /or management requirement
c. Monitoring the daily crewing matters and respond to crew's request and coordinate to solve the crew related issues.
d. To check/verify and ensure all crew engaged/ employed have duly processed with selection/engagement procedures and criteria as per the ISM systems, and are qualified, competent and fit with all required certs./flag COE/COR /documentations
e. Crew o/b performance be regularly monitored and recorded
f. To plan out /coordinate and ensure crew change be conducted safely and smoothly, and cost effectively with minimal/no adverse effect to vessel's commercial operations.
2. Crew management
a. to prepare and sign the crew contract and ensure all crew o/b have valid MLC compliant SEA
b. to check /verify the crew salary payroll and process PV for timely payment of crew salary/dues.
c. to ensure the full compliance with STCW/MLC for crew wage/welfare medical attendance crew change, P&I/insurance
d. to ensure the implementation of the D&A policy, initiate the o/b alcohol test and keep record
e. to work with management and other department and assist/coordinate to conduct the yearly crew seminar
f. to monitor and verify the o/b Cash account (MCS) and arrange the CTM in safe and economic way
g. to keep and maintain an updated crew pool data base
h. to ensure the crew appraisal system performed and record maintained per ISM
i. to work with Marine for any crew related accident/NC/NM and ensure proper actions taken to close the same as per the ISM.
3. Crew resource/manning agent management
a. ensure adequate crew resources/manning agency as per the fleet expansion /development plan., suggest for any further crew resource /manning agent.
b. Maintain a list of qualified manning agency pool with valid Manning agreement.
c. Work with Marine / Technical and conduct yearly audit of the manning agencies and keep record
d. Establish good relationship and cooperation with the Manning agency by close communication and exchanging of site visiting /tele-meetings.
e. Monitoring the quality/performance of the crew provided by the Manning and maintain a substandard /non-performing crew list, and ensure steps taken to solve the problem and to improve the manning services.
f. to check and verify the manning fees on monthly basis and prepare PV for timely settlement. Any discrepancies to be sorted out and corrected.
g. maintain an updated crew pool standby list of the Mannings, and same to be updated regularly and any time as required
4. Crew cost management
a. prudent crew cost control / management for cost saving and to meet the crew cost KPI
b. Work with Tech/Marine to set up standard manning scale of the fleet vessels, and strictly control the manning.
c. Closely monitoring the fleet operations and coordinate with Commercial Operations and prudently plan out crew change at most convenient port in cost saving/effective way
d. Optimise crew combination with most cost saving way while ensure safety quality and efficient shipboard operations (lumpsum, C + Ind ratings)
e. To implement the EO+CG dual function program to reduce the crew cost and working efficiency o/b
f. To optimise the crew matrix, and to reduce and strictly control the crew overlapping.
5. Crew training and crew pool building
a. Work with Marine/Tech to identify the training need for new type of Ship/system/MEC/Dual Fuel/new regulations, and coordinate to have the training conducted
b. to work with Marine/Tech and Ensure the implementation of the regular training, including pre-joining briefing/familiarisation and the o/b training
c. to work out cadet training program and coordinate with Marine/Tech/shipboard to effectively accomplish the training to build up own crew pool.
d. to work with China office/Manning/Marine/Tech to recruit quality/experienced Officers, and training of the induction of non-Gas Officers to be converted as Gas Tanker
e. to implement/improve the ETO training program to build the ETO+G/E pool.
6. Emergency response
a. Attend the Emergency response and assist to communicate with the crew's family and manning.
b. Attending the regular ship/shore emergency drill/exercise as per ISM
