The Construction Manager (based on site) reports directly to the OCS Project Manager and is in charge of making sure that the relevant equipments are installed in conformity with the Basic and Detail Designs, the installation procedures, the QA/QC system, the contractual and local regulation rules and the Time Schedule in place and cost.
He participates to the OCS subsystem core team meeting and report – weekly / monthly -on progress and QCD Kpis.
He manages the people in term of assessment, skills, training, team spirit, …
His duties include also the necessity to co-ordinate on all technical aspects with the Engineering Manager and his team of Detail Design and with the procurement teams.
The Construction Manager is required to participate on the preparation of the Time Schedule and has the responsibility for running it and reporting to the OCS / APS Project Manager.
He may make sure the means for obtaining Permit of Work and access are available for starting the work on site and on time. He may make sure that the interface with the other contractor is done for the site execution.
The Construction Manager may make sure the coordination with the Customer a/o the Authorities for getting the site execution approvals for is work is done.
To implement his task, the Construction Manager is responsible for defining the necessary resources (human and material).
During the installation, the Construction Manager is required to organise the tasks, in a competent and consistent way, so that all key activities are properly controlled.
The Construction Manager will manage and control the Subcontractors performance as per their Subcontracts obligations. He interfaces with the Region Sourcing Manager for any contractual issue.
His duties include also to co-ordinate with the various Civil Contractors and other third parties on Site
The construction Manager is responsible of the teams and subcontractors works in compliance with Alstom HSE and local rules.
The installation manager leas the 4M revision and submits to the PM the GO/NO GO decision.
The installation manager leads the service of the installation equipment in order to maintain the highest level of availability.
He makes sure the as-built data are updated and sent at the end of the construction.
The Construction Manager is responsible for his budget and the onsite Quality Plan & Security Plan implementation.

Construction diploma degree / Technical upper education;
Minimum 5 years, as site manager, in installation works.
Validated experience in OCS / APS Construction Management.
Perfect knowledge of the OCS/ APS in terms of installation.
Good knowledge of the other activities, upstream to topography such as civil works and power supply
Knowledge of downstream activities as urban traffic regulation (construction activities will be carried out in the immediate street vicinity), passenger stations utilities will be an advantage.
Good understanding of OCS design, system and power supply testing and commissioning.
