Job Title: Results and Learning Manager Role Location: Abuja Reports to: Senior Monitoring and Evaluation Manager Programme: PLANE (PARTNERSHIP FOR LEARNING FOR ALL IN NIGERIAN) Programme Background Nigeria PLANE is a 7 year, £95m programme funded by the Foreign, Commonwealth and Development Office (FCDO) and represents one window of intervention in a broader package of investment intended to enable a more inclusive and effective basic education system. It seeks to do this through improvements made in teaching and learning with a focus on foundational skills in reading, writing and mathematics. It has four primary outputs: (i) Teaching & Learning: Evidence-based teaching and learning approaches & materials in use, in better managed performance focused schools and teaching colleges; (ii) Governance of state systems: Improved planning, personnel management and public financial management practices; (iii) Governance of non-state systems: Improved management and performance of the non-state sector; and (iv) Use of Evidence and Communication: Effective generation, communication and use of evidence to inform citizen engagement and improve service delivery. PLANE will work in Kano, Kaduna and Jigawa, the South West, South East, and the federal capital territory.
JOB DESCRIPTION Role Objective The Results & Learning Manager will manage PLANE routine data and other MEL-related activities working closely with Output 3 and the Federal Lead. The position will provide technical support to PLANE and stakeholders in the state on the interpretation of indicators and lead in MEL activities, and specific targeted support for other states of interest as may be necessary. This role will also be responsible for the traditional programmatic M&E functions including participation in setting milestones for indicators in the logframes, and the tracking and reporting data and results achieved in Federal and southwests as well as conducting data and intervention validation in these locations to ensure improved data quality. It will require quality assurance and the aggregation of data and information from federal and southwest team. Job Responsibilities Specific duties and responsibilities include but are not limited to the following:
Delivering support for MEL, knowledge management, and learning within the Southwest and Federal spaces
Lead the implementation of the PLANE MEL framework and plan in the Federal and Southwest and ensure that monitoring plan and data sources meet technical standards
Track and document evidence for reforms and intervention scale up at Federal and Southwest locations
Track logframe indicator milestone achievements and document associated evidence
Consistently conduct progressive monitoring of programme performance and results withing Federal and southwest locations, providing regular updates to the Snr M&E manager and output 4 lead.
Lead on high-quality data collection, collation, and analysis; and support Federal and Southwest locations in preparing quarterly reports for stakeholders and PLANE
Ensure that all evidence and mean of verification for all reported results are properly tracked and documented.
Coordinate quarterly progress review of Federal and Southwest interventions
Build MEL capacity of Federal and Southwest stakeholders and PLANE Programme staff and partners to ensure high-quality data on programme’s progress for external and internal reporting and learning within the Federal and Southwest locations
Provide evaluation, assessment, and technical support to the Federal and Southwest MEL Technical Working Group (TWG), including the identification of learning priority areas, design evaluation method, and implementation of approved learning agenda
Ensure knowledge generated is shared and lessons learned institutionalized, in conjunction with the programme’s Communications Team.
Contribute to engagement with stakeholders on ICT and digital technology.
Support the Federal and Southwest team to share data and evidence products with stakeholders and to engage champions of change towards scaling up of PLANE supported interventions.
Provide technical assistance on action research.
Provide technical assistance to the social mobilization department on revitalizing communication and knowledge management.
Ensure quality of the programme delivery by mentoring the Southwest and Federal MEL and technical support across PLANE outputs.
ROLE SPECIFICATION
Bachelor’s or Master’s in Monitoring & Evaluation, Development Studies, Social Sciences, or a related field.
At least 7-10 years of experience in Monitoring, Evaluation, and Learning, preferably within large-scale development programme in basic education sector.
Strong data analysis and evaluation skills, proficient in quantitative and qualitative methodologies.
Expert knowledge of Xl SForm building with ODK, Survey CTO or Kobo Toolbox is a must.
Expert knowledge of Dashboard development with Microsoft Power BI or Tableau is a must.
Excellent project management and leadership skills, particularly in leading MEL activities across multiple regions or sites.
Experience with tracking logframe results in FCDO funded basic education programme is a plus.
Knowledge of ICT and digital tools for data collection, analysis, and reporting.
Strong communication and interpersonal skills, with the ability to engage diverse stakeholders,
Proven experience in capacity building and mentoring staff in MEL practices.
