Consultant: Technical Expertise Support to the NPHCDA Primary Health Care Systems Development Department

Overview:

Banyan Global is the prime recipient of the USAID Nigeria Health Workforce Management (HWM) Activity. The HWM Activity is a five-year task order to support the establishment of a cost-effective, well-trained, and motivated health workforce, particularly in targeted rural and remote areas of Bauchi, Ebonyi, Kebbi, and Sokoto States and the Federal Capital Territory (FCT). By its conclusion, HWM is expected to increase the production of new health workers competent to respond to current and future population health needs in these locations by 10,000; improve the distribution and skill mix of front-line workers to meet specific local demands; and strengthen the capacity of pre-service institutions to adopt and apply innovative education approaches.

Targeted interventions will contribute to 1) improved management of maternal, child, and newborn health conditions and 2) increased responsiveness to community health needs. USAID will support the Government of Nigeria’s (GON’s) commitment to plan, recruit, train, manage, and retain its primary health care (PHC) workforce. This activity will contribute to the achievement of USAID/Nigeria’s Country Development Cooperation Strategy (CDCS) Development Objective 2 “a healthier, more educated population in targeted states” and Intermediate Result (IR) 2.1 “Utilization of quality health services in targeted areas and population groups increased.”

Background
In accordance with Nigeria’s Health Sector Renewal Investment Initiative (NHSRII), launched in December 2023, which aims to enhance health outcomes and unlock the country's economic potential by significantly reducing preventable deaths through targeted investments in primary healthcare, HWM has supported state-level training for trainers in Bauchi and Kebbi States. This initiative is part of a broader effort to train 120,000 frontline healthcare workers (HCWs) in integrated service delivery.

As part of its ongoing support to the NPHCDA aimed at establishing a sustainable framework for the development, training, and retention of the Primary Health Care (PHC) workforce, HWM seeks to engage one (1) local consultant. This consultant will provide technical expertise to the PHC Systems Development Department of the NPHCDA, focusing on enhancing the coordination and implementation of PHC system development activities in Nigeria.

Reporting Line
The Consultant will report to the Director of the PHC Systems Development Department of the NPHCDA with dotted reporting lines to the HWM Country Director.

Location
This Consultancy position is full-time and based in Abuja. The Consultant will be embedded in the PHC Systems Development Department of the NPHCDA.
Responsibilities:
The Consultant’s support to the PHC Systems Development Department of the NPHCDA will contribute to the achievement of the following HWM’s Intermediate Results (IRs)
  • IR 3 Governance and Management of the Health Workforce Improved
    • Sub-IR 3.4 Improved management of in-service training

Tasks

1

Partnerships and Collaboration:
  • Build partnerships with government agencies, NGOs, and private sector organizations.
  • Work collaboratively with stakeholders to maximize resource utilization.
  • Assist in policy development and advocacy efforts.
  • Promote knowledge sharing and the exchange of best practices.
  • Engage, manage, and coordinate with stakeholders effectively.

Service Delivery Improvement:
  • Develop and implement PHC service delivery guidelines.
  • Improve quality of care and patient safety.
  • Enhance community engagement and participation.
  • Support integrated service delivery.

Health Workforce Development:
  • Develop and implement Human Resources for Health (HRH) plans.
  • Support training and capacity building for PHC workers.
  • Improve workforce distribution and retention.
  • Enhance workforce performance management.

Systems Development:
  • Conduct assessments and analyses of PHC systems.
  • Develop and implement PHC strategic plans.
  • Design and establish PHC monitoring and evaluation frameworks.
  • Strengthen PHC governance and leadership.
  • Conduct assessments and analyses.
  • Any other duties as may be assigned by the Director, PHC Systems Development Department of NPHCDA.


Deliverables
  • Monthly reports containing an update on the implementation status of assigned tasks and duties assigned by the Director, PHC Systems Development Department of NPHCDA.
  • A final consultancy report summarizing the activities undertaken to implement the SOW, by the conclusion of the consultancy on May 31, 2025.
Timing and Level of Effort
The period of performance of this consultancy is from November 2024 to May 31, 2025.


The expected level of effort is full-time, 130 days (not to exceed 8 hours per day in a consecutive 5-day work week).

Approach
The Consultant will be embedded in the PHC Systems Development Department of the NPHCDA and will support the Director of the Department in the implementation of activities.
Qualifications:
  • Minimum of a master’s degree in Public Health, Health Systems, or a related field.
  • A minimum of 10 years of experience in health system strengthening.
  • Expertise in PHC, health policy, and health systems management.
  • Strong communication skills, both written and verbal.
  • Capable of preparing and presenting high-level reports.
  • Advanced proficiency in Microsoft Office.
