Advisor

Join a team working across the National Security and Emergency Management sectors and help coordinate Customs' support to Major Events and other national security matters.

New Zealand Customs Service | Te Mana Ārai o Aotearoa protects New Zealand's border using world-class tools, world-class people and innovative approaches. The Intelligence, Investigations and Enforcement (II&E) Group's mission is to protect the integrity of New Zealand's border system. Within II&E sits the National Security & Emergency Management team whose primary aim is to support and represent Customs within the National Security and ODESC Systems.
We are looking for someone who can effectively represent the New Zealand Customs Service at interagency forums, and through written and verbal communication, particularly relating to major events likely to have a significant impact on New Zealand's border.

About this role | Mō tēnei tūranga mahi
This role is at the rank of Senior Customs Officer Grade 2 (Advisor) within the National Security & Emergency Management (NSEM) team. The role will hold responsibilities under the following areas:
  • Strategic tasking and coordination for events designated as an official Major Event by the New Zealand Government, as well as other international events and exercises where required
  • Handling border-related queries from international teams or groups travelling to New Zealand for events
  • Written and verbal briefings when required, sometimes to high-level leadership
  • Leading or representing for Customs at a range of forums, which could include external and/or multi-national participants
  • Cultivating relationships at all levels across the public and private sectors
  • Workplan delivery
  • Contributing to other NSEM portfolios when required, including incident management activity when required


You will be part of a team that:
  • Coordinates the Customs strategic-level response to major events, exercises, incidents and emergencies of national security significance, ensuring Customs' actions are fully coordinated, both across the organisation and the All-of-Government response
  • Ensures Customs has a highly effective readiness capability to respond to major incidents and emergencies
  • Coordinates Customs participation in All-of-Government efforts to enhance New Zealand's national security (including major event planning, readiness/preparedness exercises, providing advice on national security related matters)
  • Works closely with other Customs work areas to ensure best practice across emergency management and lessons management


This role is full-time and the successful candidate will be required to work in Wellington CBD. This is a permanent position, but we would also consider this position as a funded secondment opportunity for the right candidate at a minimum of 2 years.

Your ability to communicate effectively using a high standard of written and oral communication skills appropriate to a variety of audiences is essential.
This role has a strong focus on stakeholder engagement at all levels both internally and externally. You will need a proven track record of building and sustaining a range of strong relationships and providing high quality service delivery.
You will have excellent judgment and inter-personal skills, and strong problem-solving capability; the ability to identify problems, manage or mitigate risks and implement solution-based outcomes, sometimes in high pressure situations is critical. You should be able to demonstrate that you are self-motivating and can exercise sound decision making.
A solid understanding of Major Events and/or border processes and policy is strongly desirable. An understanding of the National Security System will be beneficial.

The salary range for this role is $78,371 - $98,413 with $89,800 representing midpoint or full proficiency in the role.

You will need to be able to obtain a national security clearance to a "Top Secret" level.
In order to obtain this you need to be a New Zealand Citizen or New Zealand Permanent Resident who has resided continuously in New Zealand for the last 10 years and resides in NZ at time of application; OR a New Zealand Citizen or New Zealand Permanent Resident who has resided in New Zealand for the last 10 years and resides in NZ at time of application, but may have been absent from New Zealand for periods of six or more months within the past 10 years. You may be required to provide overseas police certificates for these periods spent outside of New Zealand.
You must have a background history that is verifiable and can be assessed as appropriate by the New Zealand Security Intelligence Service towards a recommendation of suitability for security clearance at a higher level.
