Job Summary
- The GRM Operational Risk Advisory & Oversight team is responsible for providing independent and objective oversight of operational risk management for all RBC businesses in the Asia Pac Region. This includes the activities of the WMA; I&TS; P&CB and CM business Segments that have a presence in APAC as well as the operation and activities undertaken through the RBC Malaysia Shared Services Centre (SSM).
- The primary purpose for the Associate Director role is to ensure that operational risk profiles for the RBC Shared Services business in Malaysia and RBC's Wealth Management Asia (WMA) and Investor Services (IS) Segment operations business activities that utilize SSM demonstrate fair and accurate representation of relevant operational risk exposures.
- The role works closely with the Director, GRM OR, Global Risk Oversight and A&O and the Senior Director, Operational Risk, APAC in the implementation of the OR framework and risk management practices. This includes taking the lead on key aspects of the operational risk 2Lo D program execution for RBC's Shared Service business in Malaysia including culture & conduct and the effectiveness and sufficiency of the OR program deployed by the SSM entity and the WMA Operations and IS Operations in Malaysia.
- This role also supports core program execution for business in diverse APAC locations including providing 2Lo D oversight & challenge of the operational risk program execution for the WMA Segment activities in Singapore; HK; Tokyo and Beijing and other regional locations as required.
- The role also works closely with the GRM team responsible for enterprise governance and bringing independent oversight for risk in partnership with Sydney, UK; Europe and Toronto based GRM counterparts including Toronto and UK based OR counterparts supporting the OR program in Malaysia and the WMA OR program in APAC.
- This role partners closely with the business to facilitate the implementation of the operational risk framework and sound risk management practices across the business platforms.
- Role is primarily Malaysia focused however may extend to work in conjunction with the OR team to support representation in the APAC region.
Working Hours: 8:00am - 5:00pm or 9:00am - 6:00pm.
Job Description
What will you do?
Act as a leader in ORM
- Deliver the vision and execute the ORM plan through global matrix engagement as part of a multi-jurisdictional virtual OR team supporting Malaysia and APAC businesses.
- Foster strong stakeholder relationships to enable active and collaborative working relationships.

Direct the implementation of RBC's Operational Risk Management (ORM) program and practices
- Contribute to and execute on the vision, strategy and operating model for operational risk management.
- Direct the implementation of core operational risk management programs and practices to ensure accurate view of Operational Risk Profile.
- Support implementation of ORM initiatives and monitor for adherence to requirements, escalating concerns where required.
- Identify trends and direct research into areas of perceived elevated or emerging operational risk.
Provide Operational Risk advice and monitor key & emerging risks
- Provide ORM risk mitigation strategies (and /or related area of expertise) and advise senior management in understanding and managing operational risk across domains.
- Champion behaviors that embed a strong risk management culture across 1st & 2nd LOD
- Provide oversight on the design and effectiveness of the internal control environment
- Actively support 1LOD in establishing operational risk appetite that aligns with their with stated strategic objectives
- Leverage operational risk data and analysis to provide management with insights to support decision-making
- Conduct Independent reviews to provide a perspective to 1st Line of Defense on emerging risks and trends
- Bring 1st Line of Defense insights from external sources such as ORX, Industry Events, Industry Best practices
Enable regulatory change, OR governance and reporting
- Support Management to respond to information requests by regulators, supervisors, and statutory bodies (as required)
- Identify and develop guidance material designed to support 1st Line of Defense interpretation and implementation of regulatory requirements
- Monitor and analyze the design and operational effectiveness of a platform's control environment
- Provide operational risk-related reporting and insights, and partner with the business to enhance reporting where required, to support executive management to build a perspective on operational risks and emerging trends.
- Develop a story board to provide a profile of operational risk, leveraging risk dashboards, metrics and other information sources
Legal Entity & Branch Governance
- Support legal entity risk governance including operational risk appetite review (as applicable) & approval by local Boards, supporting specific governance requirements and monitoring country business environments to identify and report on emerging risks.
Articulate operational risk framework and policies to existing and prospective clients, consultants, regulators or other external stakeholders (as required).
