Tallaght University Hospital (TUH) is one of Ireland’s largest acute teaching hospitals, it has 456 inpatient adult beds, 74 onsite day beds for our Dialysis, Oncology, Infusion, Haematology, Cardiology, Bone & Joint and minor surgery services. The Hospital also has a Day Surgery Centre located near the Hospital which has four theatres and 25 bays for elective surgery. There are an additional 61 offsite beds under its governance. The Hospital has over 3,500 people on staff with over 60 different nationalities represented on the team.

The Hospital is a provider of local, regional and national specialties. It is a designated trauma unit incorporating the National Pelvic & Acetabular Unit, a regional Urology Centre and the second largest provider of renal dialysis services in the country.

The Hospital is one the two main academic teaching hospitals of Trinity College Dublin - specialising in the training and professional development of staff in areas such as, Nursing, Health and Social Care Professionals, emergency medicine and surgery, amongst many others. TUH is part of the Dublin Midlands Hospital Group which serves a population of over 1.2 million across seven counties.

The Hospital is a public, voluntary teaching hospital funded by the Health Service Executive, It opened on June 21st 1998 bringing together over 600 years of medical and nursing care and education from the Adelaide, Meath and National Children’s Hospitals.

The strategy includes a combination of care pathway redesign, digital enablement and capacity investment actions aimed specifically to improve wait times. PURPOSE OF THE ROLE
The Directorate Nurse Manager (DNM) is a key member of the Directorate Management Team providing operation and clinical leadership within their areas of responsibility.

The role of the DNM is to:
  • Support the Director of Nursing & Integrated Care in leading the nursing service, and to lead and develop the Perioperative Directorate in collaboration with the Clinical Director and the Operations Manager.
  • Promote an environment for professional nursing practice which is consistent with the mission, vision, values and strategy of the Hospital.
  • Support the Director of Nursing & Integrated Care and senior nursing executive to deliver on the principles of the Nursing Strategy 2022-2027.
  • Deliver on agreed key performance indicators in the Perioperative Directorate in order to support and ensure the delivery of the highest standard of patient focused nursing care throughout the Hospital and work towards achieving a positive patient experience.
  • Be accountable and professionally responsible to the Director of Nursing & Integrated Care and report on overall performance of the Directorate to the Clinical Director.
  • The DNM is an integral part of the Senior Nursing Executive and will lead the Assistant Directors of Nursing and CNM 3s in the Perioperative Directorate.
  • The DNM will deputise for the Director of Nursing & Integrated Care as required.
  • Work in close collaboration with members of the Executive Management Team, the Clinical Directors, Chair of the Medical Board, nursing and medical staff, Perioperative Directorate Operations Manager, Senior Managers and Department Heads.
QUALIFICATIONS

1. Each candidate must:
  • Be a Member of the General Division of the active register of the Nursing & Midwifery Board of Ireland (NMBI).
  • Possess a post graduate qualification at not less than level 8 on the HQAI framework in the area of healthcare or management related area.
  • Have at least seven years recent post-registration nursing experience, with three years nursing management experience at a minimum of ADON grade in an acute setting.
  • Have demonstrable ability to analyse, report on, and effect change in nursing practice.
  • Have significant experience in nursing manpower planning to include recruitment and retention.
  • Experience in management of a large complex budget
  • Have the clinical, managerial and administrative capacity to properly discharge the functions of the role.
  • Demonstrate evidence of continual professional development
  • Have excellent communication and interpersonal skills
  • Have proven clinical and managerial ability with vision and leadership skills to lead and manage the nursing and services agendas in line with the HSE, Department of Health, the Dublin Mid Leinster Hospital Group (DMHG) strategic goals and objectives within the area of responsibility as the health service evolves to the Health Regions.
2. Age Restrictions In Relation To Applications
Age restriction shall only apply to a candidate where they are not classified as a new entrant (within the meaning of the Public Service Superannuation (Miscellaneous Provisions) Act, 2004). A candidate who is not classified as a new entrant must be under 65 years of age on the first day of the month in which the latest date for receiving completed applications for the office occurs.

3. Health
A candidate for and any person holding the office must be fully competent and capable of undertaking the duties attached to the office and be in a state of health as would indicate a reasonable prospect of ability to render regular and efficient service.

5. Garda Vetting
Garda Vetting is sought for all employees and prospective employees of TUH. Given the specialised nature of the services provided, your appointment will be subject to satisfactory Garda Vetting and re-vetting in circumstances where the Hospital deems it appropriate. The Hospital will then process the necessary documentation to endeavour to obtain satisfactory Garda clearance for you. You are obliged to disclose previous and any criminal convictions acquired during the course of your employment. Should the Hospital obtain information from the Garda Vetting Unit to indicate that your Garda clearance report is not satisfactory and / or if you have supplied the Hospital with false or misleading information in relation to your Garda clearance status, the Hospital reserves the right to withdraw or terminate this contract in accordance with TUH Garda Vetting policy.
6. Mandated and Designated Persons under Children First Act 2015Schedule 2 of the Children First Act 2015 specifies the classes of persons defined as Mandated Persons for the purposes of the Act. This includes a range of disciplines that are employed by the hospital including all medical practitioners, registered nurses, physiotherapists, psychologists, social workers and others. This includes staff working in adult services. All mandated persons have two main legal obligations under the Children First Act 2015. Mandated persons, under the legislation are required to report any knowledge, belief or reasonable suspicion that a child has been harmed, is being harmed, or is at risk of being harmed. The Act defines harm as assault, ill-treatment, neglect or sexual abuse, and covers single and multiple instances. Mandated persons are also required to assist Tusla, if requested, in assessing a concern which has been the subject of a mandated report. Designated Officer are required to receive reports of suspected child abuse or neglect from any person who is of the opinion that (a) a child has been or is being assaulted, ill-treated, neglected or sexually abused, or (b) a child’s health, development or welfare has been or is being avoidably impaired or neglected. PARTICULARS OF OFFICE

1. The appointment is fulltime, permanent and pensionable.

2. Remuneration:
Remuneration is in accordance with the salary scale approved by the Department of Health & Children. Current remuneration with effect from 1st June 2024 is:

€84,804 by seven increments to €99,151

Salary scales will be updated in line with nationally agreed pay agreements and will be updated accordingly and retrospective payments applied as applicable.

3. Pension Arrangements and Retirement Age
There are three superannuation schemes currently in operation for staff in TUH:

(a) Voluntary Hospital Superannuation Scheme (Non-New Entrant)
(b) Voluntary Hospital Superannuation Scheme (New Entrant)
(c) Single Public Service Pension Scheme

Please read carefully the summary of the criteria for the three superannuation schemes below. This will help you in identifying which scheme membership is applicable to your employment circumstances.

(a) If you have been continually employed in the public service prior to the 1st April 2004 and you have not had a break in service of more than 26 weeks, you will be included in the Voluntary Hospital Superannuation Scheme (Non-New Entrant) with a Minimum Retirement Age of 60 and a Maximum Retirement Age of 65.

(b) If you have been continually employed in the public service post the 1st April 2004 and you have not had a break in service of more than 26 weeks, you will be included in the Voluntary Hospital Superannuation Scheme (New Entrant) with a Minimum Retirement Age of 65. There is no Maximum Retirement Age.

(c) If you have started employment in the public service as a new entrant or you are a former public servant, returning to the public service after a break of more than 26 weeks, you will be included in the Single Public Service Pension Scheme effective from January 1st 2013 with a minimum retirement age of 66 (rising to 67 and 68 in line with state pension changes). The maximum retirement age under this scheme will be age 70.

4. Duties:
The Directorate Nurse Manager will perform such duties as are outlined in this job description.

5. Hours of work:
Normal working hours are 37.5 worked over 5 days. As part of the Senior Leadership Team you will also be required to work on-site at weekends on a rostered 5/7 basis for that. Your contracted hours of work are liable to change between the hours of 8 am to 8 pm over seven days to meet the requirements for extended day services in accordance with the terms of the Framework Agreement.

6. Probation:
The successful candidate will be appointed initially for a probationary period of six months. During the probationary period progress or otherwise will be monitored and at the end of the probationary period the service will (a) be certified as satisfactory and confirmed in writing or (b) if not satisfactory, the probationary period may be extended by three months.

7. Annual Leave:
Annual leave entitlement is 28 working days, depending on length of service, plus 10 Bank Holidays per annum as they occur. The annual leave year runs from April 1st to March 31st each year.

8. Sick Leave:
Payment of salary during illness will be in accordance with arrangements as approved from time to time by the Department of Health & Children.

9. Termination of Office:
The employment may be terminated at any time by three months’ notice on either side except where circumstances are dictated by the Minimum Notice and Terms of Employment Act 1973/91. The Management’s right under this paragraph shall not be exercised save in circumstances where the Management is of the opinion that the holder of the office has failed to perform satisfactorily the duties of the post or has misconducted himself/herself in relation to the post or is otherwise unfit to hold the appointment.

GENERAL ACCOUNTABILITY
  • Maintain throughout the Hospital awareness of the primacy of the patient in relation to all hospital activities.
  • Encourage recognition of the patient as an individual, ensuring patients’ needs and comfort are given priority.
  • Work within the NMBI Scope of Practice
  • Comply with all existing hospital policies, procedures, guidelines and standard operating procedures.
  • Demonstrate knowledge of the Hospital/Departmental emergency plans
  • Demonstrate behaviour consistent with the values of the Hospital.
  • The Directorate Nurse Manager (DNM) will be accountable and professionally responsible to the Director of Nursing & Integrated Care.
  • Report on overall performance of the directorate to the Clinical Director.
  • Establish a clear leadership role for all staff and act as a focal point of all management effort within the area of responsibility.
  • Ensure the provision of the most efficient and effective standard of services that is possible within the available resources.
  • Promote an environment for professional nursing practice which is consistent with the mission, vision, values and strategy of TUH and in line with the Nursing Strategy 2022-2027.
  • Deputise for the Director of Nursing & Integrated Care as required and lead the Assistant Directors of Nursing and CNM 3s in the Perioperative Directorate.
  • Fulfil the requirements of the position, targets and key objectives which will be established by the Director of Nursing & Integrated Care for the DNM appointed.
  • Support the Director of Nursing & Integrated Care with the implementation of the Pathway to Excellence framework for nursing & midwifery excellence, focused on creating and sustaining a positive practice environment for our staff.

SPECIFIC ACCOUNTABILITY

Key roles and responsibilities:
  • Provide strategic, operational and clinical leadership and direction for nursing and related services within the area of responsibility, which results in the delivery of effective, efficient, quality assured and patient centred nursing care.
  • Develop a shared sense of commitment and participation among staff in the management of change, the development of the nursing services and in responding to the changing health needs of patients.
  • Develop appropriate management and operational links working closely with Hospital Management and other appropriate forums as determined by the Director of Nursing & Integrated Care and the Clinical Director.
  • Ensure expenditure is controlled within budget and identify potential areas for achieving further efficiencies and /or cost savings through improved practices and innovation.
  • Accept responsibility for the management of all nursing services over a 24-hour period for assigned areas and ensure that systems are in place to support this responsibility.
  • Keep the Director of Nursing & Integrated Care/Clinical Director appraised of any significant development within his/her area of responsibility and perform such additional duties as may be assigned from time to time.
  • Promote and maintain the values expressed in the Vision and Mission Statements of TUH and ensure that patient focused services and activities are nurtured and developed throughout the Hospital.
  • Act as an ambassador for, and lead staff in achieving the Hospital’s mission, vision, values and strategic plan, as envisaged by the Board of the Hospital.
  • Participate as a leader within the Senior Nursing Executive and contribute as a key driver to the preparation and execution of plans for the service.

Leadership and Management
  • Determine how best to achieve the aims, directions and objectives set for the nursing service and areas of responsibility within the department to ensure they are delivered within the set timeframe, policies and guidelines.
  • Lead and drive the change agenda and initiatives within the portfolio and contribute to wider change agenda for the Hospital, DMHG, Department of Health and HSE, working collaboratively with key stakeholders to achieve strategic and operational change including the transition to the Health Regions.
  • Lead, manage and develop the services as part of the remit in partnership with relevant Assistant Director of Nursing, CNM 3s, consultants/clinical leads within agreed financial allocation and staff complement.
  • Actively pursue cost containment, resource efficiency measures, bed reconfiguration and catchment area management initiatives and value for money activities, aimed at contributing positively to the Hospitals budgetary/financial and headcount challenges in the current operating environment.
  • Ensure good communication and inter-personal relationships with all staff and the multidisciplinary teams, promoting an environment that enhances staff retention and promotes good employee relations.
  • Participate in meetings, committees and represent the Nursing Service and the Hospital as required.
  • Introduce changes in education, clinical and organisational processes and structures that support the Hospital and nurses compliance with the new Nurses and Midwives Act, 2011.
  • Be an active participant and leader in the rollout of the National Clinical Care programmes and models of care as required.
  • In consultation with the CEO, the Director of Nursing & Integrated Care, the Nursing Manpower Planner or other authorised officer and the Human Resources Directorate to ensure effective people management such as resourcing and retention and the allocation of staff within agreed complement.
  • Ensure effective and efficient use of resources within agreed headcount complement and agreed budgets.
  • Carry out ongoing reviews of the workforce plan within areas of responsibility to ensure correct grades and skill mix of staff are available to deliver services and resources are effectively and efficiently utilised. Oversee implementation of the Safe Staffing Framework in the Perioperative Directorate.
  • Work in partnership with the relevant clinical personnel, other departments and agencies in the development of service level agreements and service development or cost effective business cases as appropriate.
  • Be responsible for people management activities and the introduction and maintenance of management tools and initiatives such as Absence Management, Performance Management, Personal Development Planning, Continuous Professional Development and Learning Needs Analysis etc.
  • Promote and monitor the uptake of continuous professional development planning for staff and meet targets for full compliance.
  • Manage staff performance, grievance, disciplinary and other issues within the context of the organisations HR policies and procedures.
  • Participate in the senior leadership weekend 5/7 roster as required.

Service Planning
  • To be responsible for the developing the nursing component of the annual business plan for the Directorate which contributes to the Hospitals provider plan with the HSE.
  • To be responsible for the coordination, review and planning of nursing services to meet service requirements stipulated by the HSE and to support the development of plans to achieve service provision, working closely with the Clinical Director, Operations Managers and relevant heads of departments
  • To be responsible for the development of business cases and or other proposals for improvements of nursing/clinical services
  • To be responsible for the identification of cost improvements, service developments and income generation opportunities in nursing services within the directorate.
  • To lead projects which improve the quality of services provided to patients evidenced by improved performance against national and international benchmarks.
Performance and Financial Management
  • To monitor, control and report on Directorate nursing activity and income and expenditure, working closely with the Director of Nursing & Integrated Care, Nursing Manpower Planner and Director of Finance, at corporate level and liaising with Clinical Director and Business Manager at Directorate level.
  • To act as a budget manager for the Directorate in respect of nursing resources.
  • To be accountable for the effective use of nursing resources alerting the Director of Nursing & Integrated Care and Nursing Manpower Planner in respect of imminent budgetary overspends and ensuring that all the hospital’s standing financial instructions and standing orders are adhered to.
  • To build on a series of performance indicators for the nursing services within the Directorate which support the achievement of the hospital-wide Key Performance Indicators.
  • To work with functional and professional heads to develop mechanisms to ensure that clinical activity is measured accurately and fully costed where appropriate.
  • To contribute to initiatives to monitor and track performance targets and develop internal and external comparative performance monitoring information to support and inform decision-making within the Directorate and hospital wide.
  • To ensure that the quality of data regarding all nursing activity is of the highest quality and that individual ward managers and nursing staff understand their roles and responsibilities.
  • Establish mechanisms which provide the Directorate Management Team with timely management information regarding performance against specified targets, budgets, contracts, service level agreements etc.
  • To participate in pricing and costing models working towards aligning patient activity by diagnostic condition to expenditure.
  • To support the development of a service level agreement process by participating in developing and designing this and by supplying information to understand costs, pricing of service, case mix identification and other relevant information.
  • To contribute to the development and implementation of corporate strategies and decisions within the Hospital.
  • To promote a corporate approach to the Hospitals overall strategy objectives, mission and values.
  • With the Clinical Director and Operations Manager lead the Directorate Team in strategic planning, development and redesign of clinical services.
HR Management & Organisational Development
  • Manage all nursing and HCA staff within the Directorate, complying with hospital HR policies and procedures.
  • Maximise the contribution of these staff by developing systems for performance appraisal, personal development, individual and organisational development and continued skill mix review.
  • Ensure that the responsibilities and objectives for direct reports are clearly defined and understood – job descriptions and person specifications up-to- date.
  • In conjunction with the Directorate Management Team and other relevant heads of functions and professions regularly reviewing staff complements and skill mix across the Directorate to ensure that staffing is appropriate for current and projected clinical and operational demands.
  • In partnership with the Nursing manpower Planner and HR, develop local strategies for the recruitment and retention of nursing and HCA staff. Be responsible for the recruitment of nursing and HCA’s within the Directorate and ensure that effective local induction complements the Corporate Induction Programme. Participate in Directorate-wide recruitment as appropriate.
  • Be responsible for managing sickness and absence in accordance with hospital policy.
  • Advise nursing staff on human resource issues in accordance with HR policies and procedures.
  • Be responsible for facilitating nursing staff and HCA’s to continue their education and personal development to support improved organisational performance. This includes the relevant professional programmes for registered nurses and approved FETAC/SKILLVEC courses for HCA’s.
  • Liaise with the Centre of Learning & Development to compile a Directorate Training and Education Plan encompassing mandatory, corporate and professional development objectives and to realise the capabilities and contribution of nurses and HCA’s.
  • Ensure the involvement of all nurses and HCA’s through open and direct communication to sustain a high level of commitment and flexibility from the Directorate workforce through implementing a robust communication Strategy.
  • Promote equal opportunity and adherence to best practice employment and approaches to managing and implementing change.

Quality Assurance and Risk Management
  • Contribute to the development and lead on the implementation of best practice service modernisation and improvement plans and strategies within the Directorate.
  • Encourage a culture of continuous improvement and mutual co-operation in the achievement of the highest possible standards of clinical care and maximum efficiency.
  • To work with the Directorate Management Team, stakeholders and colleagues to develop clinical governance systems within the Directorate which ensure that all relevant HIQA and international standards are met.
  • With the Clinical Director ensure that effective leadership and effective systems are in place for the routine evaluation of infection control data, compliance with hygiene audits and the hospital’s infection control policies and procedures.
  • To ensure that the Directorate has an effective process for risk assessment and risk management in respect of Nursing-led services.
  • To co-ordinate the Directorate’s participation in local risk management initiatives to monitor clinical and non-clinical issues with the Directorate i.e. Health & Safety, Infection Control, Occupational Health, Fire Safety, environmental and organisational risks.
  • To be responsible for ensuring that adverse incidents involving nursing care within the Directorate are investigated promptly, respecting confidentiality taking preventative action where necessary to ensure that IQS procedures are adhered to and fully implemented.

Professional Leadership
  • To provide professional Nursing leadership across the Directorate, ensuring an appropriate structure is in place to support Nurses and HCA’s at all levels, to encourage innovation and promote succession planning.
  • With the Director of Nursing & Integrated Care develop and promote corporate nursing practice and integrated patient care policies, including the development of specialist nursing for multidisciplinary team approaches and policies.
  • To be responsible for robust systems that regularly review Nursing policies and procedures with a particular focus on the quality of practice and management at ward or department level.
  • To support the Director of Nursing & Integrated Care, Nursing Manpower Manager and Human Resources colleagues with workforce planning, professional development and clinical leadership.
  • To strategically influence the Directorate’s training and educational plans, to anticipate future service requirements, to ensure equity and maintain compliance with the Centre of Learning & Development Education, Training and Development Strategy.
  • In liaison with the Head of the Centre of Learning & Development to work with providers of pre-and-post-registration education for Nursing and SKILLVEC for HCA’s to ensure relevant curricula are developed and delivered to meet the service needs of the directorate.
  • To promote and maintain a culture of evidence based practice for nursing, ensuring the creation of effective local networks to share good practice and dissemination.
  • To ensure that all statutory requirements related to Nursing practice are met by the Directorate.
  • To act as an advisor to the Clinical Director on matters relating to professional conduct, Nursing practice issues and statutory instruments.

Quality of Services
  • Ensure the delivery of high quality patient care within areas of responsibility in line with organisational governance structures and processes.
  • Develop and foster a proactive Health & Safety culture, having regard to legislative requirement and best practice.
  • Lead and be proactive in the delivery of best practice standards in collaboration with key stakeholders.
  • Ensure professional protocols, policies and guidelines reflecting the code of professional conduct of NMBI and of the organisation are communicated, implemented, monitored and evaluated regularly.
  • Be responsible, in partnership with lead clinicians, for identifying services for development within the portfolio and for preparing business cases for these areas including the rationale for development.
  • Support, monitor and evaluate methods of quality assurance and clinical effectiveness in nursing practice and overall patient services.
  • Identify and develop research awareness in nursing practice and service delivery and assist in the dissemination and implementation of research findings among the Multidisciplinary teams.
  • Identify areas for continuous quality improvement and work with interdisciplinary team members to improve processes /systems/practices in line with organisation’s risk management strategy.
  • Liaise and collaborate with the Assistant Directors of Nursing and CNM 3s and other members of the nursing service around quality service delivery.
  • Participate and lead in the Hospital’s Accreditation processes (for example HIQA) and other quality management systems in the hospital and DMHG.

Information Technology
  • Ensure that the team makes the most effective and efficient use of developments in information technology for both patient care and administrative support in a manner, which integrates well with systems throughout the organisation.
  • Ensure that all staff are trained in the use of computer systems, which are used in the management of patient episodes in the Hospital, e.g.: EPR, Pims, Order comms, Symphony, sap, core.

Health & Safety
  • Ensure the compliance of all your staff with the Safety, Health and Welfare at Work Act, 2005.
  • Comply and enact Health & Safety responsibilities as outlined in hospital policies, protocols and procedures relevant to your area.
  • Prepare risk assessments and departmental safety statements as required.

Hygiene/Infection Control
  • Ensure you are aware of your responsibility for Hygiene awareness. Hygiene is defined as “The practice that serves to keep people and environments clean and prevent infection.”
  • Act as a role model and actively promote infection control and prevention and ensure that staff in your area familiarise themselves with the hospital infection control policies and guidelines as outlined in the Infection Control Manual.
  • Ensure that staff in your area are aware that they work in an area where there is potential for transmission of infection.
  • Ensure that all your staff are advised that they have a responsibility to prevent the transmission of infection particularly in relation to hand hygiene.

Quality, safety and risk management
  • Support the delivery of the Quality, Safety & Risk Management Programme, including the appropriate identification, reporting and management of risks and incidents throughout the hospital.

Confidentiality
  • You will be aware of the confidential nature of hospital work and in particular, the right of patients to confidentiality. To this end, you will not discuss workings of the Hospital or its patients or disclose any information of a confidential nature except as required to do so in the course of your work. No records, documents or property of the Hospital may be removed from the premises of the Hospital without prior authorisation. You must return to the Hospital upon request and, in any event, upon the termination of your employment, all documents or other property of the Hospital which are in your possession or under your control.

Data Management

NOTE: The extent and speed of change in the delivery of health care is such that adaptability is essential at this level of appointment. The appointee will be required to maintain, enhance and develop their knowledge, skills and aptitudes necessary to respond to this changing environment. They will also be required to participate in and support the Hospital’s Digital transformation strategy which may impact work processes and role profiles in the future.
