Cost and Contract Manager

Job Summary: We are looking for a highly skilled and experienced Cost & Contract Manager to lead all aspects of cost management, procurement, tendering, and contract administration for our prestigious industrial park development. The successful candidate will be responsible for driving efficient budgeting, cost control, and overseeing procurement and tendering processes. You will ensure that all financial commitments and contractual obligations are meticulously managed, delivering optimal outcomes that align with the project’s strategic goals. This role is crucial in maintaining the financial integrity of our industrial park, ensuring both profitability and compliance across all stages of the development.
Key Responsibilities:
  • Cost Management: Develop and manage budgets for projects and ongoing operations, ensuring alignment with financial goals. Monitor and control costs to prevent overruns and optimize financial performance. Manage labor costs above budget to the client through established policies.
  • Cost Analysis: Conduct cost analysis and benchmarking to identify opportunities for cost savings and efficiency improvements.
  • Procurement: Oversee the procurement process, including identifying needs, sourcing suppliers, obtaining quotes, and managing purchase orders. Ensure procurement activities comply with company policies and deliver value for money.
  • Tender Management: Manage the tender process, including preparing tender documents, inviting bids, evaluating proposals, and awarding contracts. Ensure the process is transparent, competitive, and compliant with relevant regulations.
  • Vendor Management: Evaluate and manage relationships with contractors, suppliers, and other service providers to ensure quality and cost-effectiveness.
  • Contract Administration: Prepare, negotiate, and manage contracts with vendors, tenants, and service providers. Ensure all contracts meet legal and company standards.
  • Financial Reporting: Prepare detailed financial reports, forecasts, and analyses to support decision-making and ensure financial transparency.
  • Risk Management: Identify potential risks associated with contracts, procurement, and cost management, and develop strategies to mitigate those risks.
  • Compliance: Ensure all procurement and financial practices comply with legal and regulatory requirements.
  • Process Improvement: Continuously review and improve cost management, procurement, and contract administration processes to enhance efficiency and effectiveness.
Requirements:
  • Bachelor’s degree in Quantity Surveyor, Civil & Structure Engineering, or a related field. Professional certifications such as CPA, CMA, or similar are preferred.
  • Proven experience in cost management, procurement, and contract administration, ideally within the industrial or commercial real estate sector. Experience with large-scale projects and tender management is advantageous.
  • Comprehensive understanding of industrial park operations and commercial real estate dynamics.
  • Knowledge of regulatory frameworks governing industrial real estate, cost accounting, principles and practices , legal and regulatory requirements related to contracts and financial management.
  • Strong analytical and problem-solving skills, Excellent negotiation and communication skills, abiliity to work independently and as part of a team
  • Ability to communicate effectively in English & Chinese is an advantage
