OBJECTIVES OF THE PROGRAMME
Located within the RDO, the mission of Compliance and Risk Management(CRM) is to systematically identify risks, and by topic area, maintain a risk register record, evaluate it according to its likely impact and probability and proactively have it managed by risk management owners. The CRM will seek to periodically review, assess, and integrate internal control compliance into all policies and managerial decisions. The CRM will promote and uphold the highest organizational standards, codes of conduct and core values. The CRM will liaise independently with internal parties cross the different levels of the Organization, developing and presenting to the Regional Director its annual work plan of delivery of compliance and risk management across the Region. CRM conducts due diligence in accordance with the Framework of Engagement with Non-State Actors across the three levels of the Organization.
DESCRIPTION OF DUTIES
Perform due diligence review and risk assessment of WHO engagements with Non-State Actors (NGOs, private sector, philanthropic foundations, and academia) within the Framework of Engagement with non-State Actors (FENSA).Inform WHO staff on the procedures on creating a project for engagements with Non-State actors. Check proposals of engagement for completeness and analyze them for the necessary research to be conducted. Participate in due diligence using specialized tools on Non-State Actors WHO wants to engage with. Assess risks of proposals for engagement with Non-State Actors and formulate advice to management on engagement, risk mitigation or non-engagement. Develop fill, and maintain relevant WHO Registers of Non-State Actors and Proposes improvements to the system Guide and advise, as appropriate countries/departments/units on their engagements with Non-State actors. Engage in post-facto transaction reviews and involves in assurance missions to country offices. Provide technical support to CRM team in conduction of compliance reviews and cooperates with Budget Centers on analyzing and consolidating compliance data and statistics using compliance monitoring tools. Perform any other related incident-specific duties, as assigned by Regional Compliance and Risk Manager.
REQUIRED QUALIFICATIONS
Education
Essential: University degree in International Law, Accounting, Finance, Business Administration, or Public Health.
Desirable: An advanced university degree and / or certification from a recognized university in one of the above fields including auditing, compliance & risk, and international humanitarian law.

Experience
Essential: 2 years of proven experience in the field of compliance and organizational-wide risk management , auditing, assurance and due diligence in the context of international laws and regulations from reputable international Organizations.
Desirable: 5 years of proven experience in the relevant fields, preferably in the context of public health. Working experience in the UN system or with an international nongovernmental organization.

Excellent analytical and organizational skills combined with ability to multi-task and produce accurate results under pressure. Ability to efficiently write and synthesize information in a clear and concise manner. Ability to clearly and articulately present concepts and procedures on a broad range of CRM issues. Ability to interpret policy and apply correctly. High level of integrity and ability to maintain confidentiality and exercise judgment with respect to sensitive information. Knowledge of WHO or other UN agencies' governing mechanisms, procedures, planning, and programme management.

REMUNERATION
Remuneration comprises an annual base salary starting at USD 39,228 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
