MANAGER, HUMAN RESOURCES & SAFETY

WHO ARE WE?
BC Indigenous Housing Society (BCIHS) has been in operation since 1984 with the mandate of providing culturally appropriate housing so that tenants have a sense of belonging with supports in place for harm reduction. While the core function of BCIHS is in providing housing, there is acknowledgement that many of the tenants have endured intergenerational trauma. Residents have been disenfranchised from their communities and so in addition to housing, BCIHS has the responsibility of creating a safe community by connecting residents with community service supports as well as access to cultural opportunities.
BCIHS takes the approach that it has been tasked as a custodian of the lands and buildings, rather than a landlord. Tenants did not choose the leadership of BCIHS, and it is therefore up to the organization to earn the trust and respect of the tenants. This is achieved by running an efficient and socially responsible organization.

Job Goal
Reporting to the CAO, the Manager, Human Resources and Safety supports BCIHS departments by providing leadership in the provision of human resources, and administrative support services. The position oversees the Human Resources function including the Society’s human resources information system, performance management process, recruitment, selection, hiring, onboarding and orientation processes; Manages benefits enrolment and relationship with benefits providers, oversees safety program, coordinates training & development programs. The position serves as custodian of BCIHS policies, employee files and safety management records for the Society.
PERFORMANCE RESPONSIBILITIES
Human Resources
Leads the Human Resources function including performance management, policy development, recruitment, onboarding, engagement and retention; leads and executes total reward compensation strategy; manages progressive discipline activity in collaboration with senior management; supports management in labour relations and union matters, serves as advisor to supervisors and managers, administers benefits and pension enrolment and works with Finance Department on benefit account reconciliations; ensures timely and valuable communication to staff and other stakeholders on various HR matters.
Safety
Leads the Health and Safety Program for BCIHS including ensuring OH&S regulations and guidelines are followed; chairs and leads the Joint Occupational Health & Safety Committee; manages training needs relating to safety and wellness, manages Work Safe claims activity in collaboration with senior management
  • Ensure appropriate management and communications relating to incidents, injuries, hazard identification and control, investigation of safety violations
Education & Training
  • Post-secondary education with an emphasis on one or more areas of human resources
  • CPHR designation preferred
  • Minimum 5 years’ supervisory and/or administrative experience at management level
  • Occupational Health & Safety management experience
  • Experience in developing policies and procedures
  • Experience in employee relations, union negotiations and collective agreements
  • Knowledge/experience in benefits enrolment and administration
  • Knowledge/experience in administering and supporting staff teams in the use of HRIS system
Knowledge, Skills, & Abilities
  • Ability to work effectively with all staff and outside agencies
  • Strong organizational skills
  • Exceptional written and verbal communications skills
  • Knowledge of laws, policies, regulations and legislation related to BC Employment Standards, Human Rights and organized labour in British Columbia
  • High level of competency in use of HRIS and business systems software and web-based Technologies (UKG, MS Word, Powerpoint, Excel and Outlook)
  • Must pass Background check for vulnerable sector .

Pay: $80,000.00-$105,000.00 per year
