The Department of Seniors, Community and Social Services leads income, employment, disabilities and community-based supports, seniors supports, family violence prevention, and family and community support services.

The Income Services Investigation Unit (ISIU) investigates alleged crimes of deceit, against the Provincial Benefit Programs, administered by the Ministry of Seniors, Community and Social Services.

Role Responsibilities
Reporting to the Program Integrity Manager the ISIU Analyst is critical to program integrity and fraud awareness, providing analytical and information support to ISIU. This position is responsible for researching, collating, reviewing, evaluating, and analyzing information from a variety of sources to develop intelligence products that assist management in decision making and provide guidance and recommendation to further intelligence and criminal investigations.

This position is accountable for the following key duties and responsibilities:

  • Assist in timely and appropriate evaluation and analysis into complaints, requests for investigations and emerging fraud trends.
    a. Data Collection and Analysis: Gather and analyze data from open and closed sources to support operations, advance investigations, generate leads, and identify potential offenders.
    b. Reporting and Recommendations: Prepare comprehensive reports and assessments on crime trends and produce written and oral recommendations on identified priorities.
    c. Coordination and Meetings: Plan and conduct operational meetings with internal and external partners to enhance collaboration.
    d. Use of Analytical Tools: Utilize databases and analytical tools (e.g., i2 Analyst's Notebook) to assemble and analyze intelligence effectively.
    e. Support for Prosecution: Facilitate criminal and regulatory prosecutions by generating materials that enhance understanding of investigations and preparing electronic disclosure information for court.
    f. Subject Matter Expertise: Act as the expert in intelligence and analysis for ISIU, representing analytical work in court as needed.
  • Ongoing timely and accurate assessment of potential fraud to ensure early identification of an appropriate response and provision of information to management for planning and decision making.
    a. Data Analysis and Compilation: Conduct detailed analysis of data and compile files related to investigations, identifying trends and relationships between disparate information.
    b. Investigate Support and Recommendations: Early identification of potential concerns for fraud awareness relating to criminal investigations.
    c. Timely Reporting: Early identification of potential concerns and dissemination of same for fraud awareness, preparation of assessments and briefing notes, with recommendations that include prevention and detection.
  • Support Income Services, including the ISIU Director and ISIU Managers in achieving ISIU's mandate and goals.
    a. Identify issues and concerns with investigations while proposing innovative recommendations and program improvement measures, including crime reduction strategies; collaborate on developing automated fraud detection capabilities within program systems; and provide statistical summaries and explanations of the data for diverse audiences.
  • Initiate and maintain relationships with internal and external partners to gather and disseminate information, including developing best practices, policies, and procedures.
  • Maintain data integrity within the Investigation Unit.

Qualifications
Required:
  • A university graduation in a related field (preferably in Criminal Justice, Social Science or Data Science), plus a minimum of 4 years of progressively related experience (preferably in Strategic and/or Intelligence Analysis). Equivalencies will be considered on the basis of 1 year of education for 1 year of experience; or 1 year of experience for 1 year of education will be considered.
  • Comprehensive knowledge of the criminal justice system including familiarity with the Criminal Code of Canada.
  • Comprehensive knowledge in intelligence gathering and investigative methods and techniques.
  • Comprehensive knowledge of major case management applications.
  • Comprehensive knowledge of rules of evidence, best practices, and procedures.
  • Knowledge of legislative and operational restrictions with sharing of intelligence information.
  • Proven experience in the use of specific analytical tools such as I2.

There is one full time, permanent position available in Edmonton or Calgary. Hours of work are 36.25 hours weekly, Monday to Friday.
