Overview:
Under the direction of the President & CEO, the Director, Health, Safety & Environment (HSE) leads the daily operation of the Health, Safety & Environmental Division and is responsible to ensure the Mission, Vision and Values of the corporation are articulated and understood by divisional staff. The Director HSE must lead the divisional staff towards the achievement of the corporation’s organizational goals and objectives and operate as a supervisor/coach/mentor for direct reports, which includes, setting objectives, assigning duties, assessing, and managing individual performance, with the aim of delivering results. This position is part of the Senior Leadership Team and requires a high degree of autonomy, confidentiality, and strategic business acumen:
- Plan and direct NTPC’s health, safety and environmental (HSE) programs to ensure compliance with appropriate legislation, regulations, codes, standards, and industry best practice.
- Provide expert advice and technical support to management and workers in the implementation of the HSE programs.
- Manage effective HSE training, communication, monitoring, and reporting systems to ensure a safe and healthy workplace for employees, contractors, and the general public.
- Participate as a member of the NTPC Senior Leadership team (SLT).
- Provide advice to SLT regarding HSE programs and their impact on operations.
Responsibilities:
- Participate in the continuous improvement of the Health, Safety & Environmental programs, as well as NTPC’s safety culture.
- Plan, coordinate, and administer effective Health & Safety and Environmental Programs and provide expert technical advice and guidance to management and workers in the interpretation and application of HSE legislation, regulations, codes, standards, and industry best practice.
- Coordinate and administer all activities of the HSE team and the divisional budget.
- Maintain the NTPC Health & Safety Management System and Environmental Management System including all elements, policies, procedures, forms, plans, reports, and databases.
- Ensure that clear guidelines and standards are developed, approved, and implemented for the Health and Safety Management system including project safety planning activities, safe job procedures, safe work practices and work protection.
- Establish and monitor guidelines and procedures to ensure the prompt and accurate investigation, analysis, and reporting of all incidents and spills. Maintain central recording and reporting procedures to record and analyze information on injuries, illness, property damage, and production loss.
- Ensure completion of plant and facility inspections and HSE audits on a regular basis to monitor work practices and procedures. Provide inspection reports to management and ensure corrective action is taken where deficiencies are identified.
- Ensures compliance for all environmental licenses, permits and authorizations from regulatory bodies. This includes completion of all reporting requirements and proactive engagement with regulatory agencies, stakeholders, Indigenous Governments, and communities.
- Maintain contact with regulatory and professional bodies. Represent NTPC at HSE forums, conferences, and industry seminars and at meetings with government agencies, aboriginal organizations, the public, and other interested parties on issues related to the HSE programs.
- Develop, prepare, and deliver presentations to staff or public forums promoting electrical awareness, spill prevention, HSE procedures, emergency preparedness and response, and contingency planning.
- Work closely with SLT to establish overall HSE goals and objectives.
- Prepare or assists in preparing policies, position papers, briefing notes, and presentations on corporate issues and proposals to ensure the effective communication of HSE programs and strategies.
- Participate on the NTPC Emergency Response Team and coordinate the regulatory reporting in the event of a serious accident or hazardous substance release.
Qualifications:
- University degree in Occupational Health and Safety and/or an applicable applied science. Acceptable combinations of education may be considered.
- Canadian Registered Safety Professional (CRSP), Certified Health and Safety Consultant (CHSC), Registered Occupational Hygiene Technologist (ROHT), or an equivalent safety certification required.
- Minimum of ten years experience in the public utility field or other industrial environment required.
- Minimum of five years management experience in the fields of Health, Safety or Environment; lesser management experience may be considered. Compensation will be commensurate with experience.
- Class 5 Driver's License or equivalent required.
- Detailed knowledge of relevant Federal, Territorial, and local statutes related to Health, Safety and Environment.
- Ability to provide expert technical assistance to all levels of staff in the interpretation and application of federal, provincial, and industry health & safety legislation, regulations, codes, and standards.
- Ability to coordinate the development and maintenance of NTPC standards and policies.
- Excellent oral and written communication skills.
- Strong leadership and coaching abilities to obtain the co-operation of management and staff in establishing and maintaining effective HSE programs.
- Proven instructional skills to deliver and/or facilitate effective training.
- Strong problem solving and analytical skills to conduct HSE investigations and audits.
- Excellent computer skills to operate software programs related to word processing, spreadsheets, databases, electronic mail, Internet, etc.
- Excellent interpersonal skills and the ability to work well in a team environment.
Salary for this position ranges from $78.42/hr-$98.03/hr. plus combined location & accommodation allowance of approximately $8,023 per annum.
