Primary Objectives:
To ensure contemporary security and emergency management frameworks are in operation in the Department of the
Legislative Assembly and the locations it is responsible for; and manage the contract for provision of security services
at Parliament House.
Context Statement
The Department of the Legislative Assembly provides the Northern Territory Legislative Assembly, its Members and
Committees with quality and timely support for the operation of the Parliament, Parliamentary Committees, the
Parliament House precinct, and Electorate Offices (and staff).
The Security Unit, which is part of the Parliamentary Support Division, manages strategic and operational security, as
well as emergency planning functions in Parliament House and its precincts to create a safe and secure environment.
Key Responsibilities
1. Set the strategic direction for security and emergency management through development of contemporary and
relevant risk-based policies and procedures.
2. Implement and monitor security and emergency risk management activities, for example workplace inspections,
incident/hazard investigation and follow-up, and implementation of risk controls.
3. Actively manage the contract for the provision of effective security services at Parliament House, including
reviewing and maintaining appropriate contract reporting and monitoring mechanisms.
4. Maintain productive working relationships with key stakeholders, including colleagues, local and national
government agencies, and law enforcement.
5. Undertake the duties of Chief Emergency Warden for Parliament House, including coordinating Emergency
Planning Committee meetings, fire warden training and review of the emergency procedures.

Selection Criteria
Essential
1. Demonstrated experience in security management, including procedures and policies and the ability to develop
them; and managing threats and risk in a sensitive security environment.
2. Knowledge of risk management legislation, policy and principles.
3. Knowledge of contemporary emergency management processes and procedures.
4. Demonstrated contract management experience.
5. Proven ability to respect and adhere to the requirements of confidentiality, impartiality and integrity.
6. Demonstrated written, oral and interpersonal communication skills with the ability to produce high-quality
correspondence and reports.
7. Ability to interact effectively with people of diverse cultures and maintain effective relationships with colleagues
and stakeholders.
Desirable
1. Tertiary qualifications in a relevant field.
Requirements for Selection and Undertaking the Role
- Prior to being formally offered a position with the Department of the Legislative Assembly, applicants will be
required to submit a pre-employment declaration which includes information regarding their criminal history,
conflict of interest and other continuing employment or volunteer work.
- Access to recreation leave will be restricted during Parliamentary sitting periods.
- The right to disconnect – This position is expected to be available for regular work‑related contact outside of
normal work hours.
- The position is based at Parliament House. However, it will require travel throughout the Northern Territory; and
work outside of normal work hours as required for security services and Meetings of the Assembly.
