Position Summary

The work of the Data Governance & Integration Group (DGIG) includes:
  • building and implementing the Institute's data integration strategies including major data assets,
such as the National Health Data Hub
  • protecting the confidentiality and privacy of data holdings through data governance leadership and
the AIHW Ethics Committee
  • managing key relationships across government in support of the public sector data agenda.
The Merging and Transformation Unit (MATU) leads the Institute’s work in bringing together integrated data
from multiple sources into cohesive datasets for person-level analyses (also known as merging) and
enhancing the Institute’s data linkage capabilities and processes to ensure high-quality results (also known as
transformation). Staff in the Unit work closely with colleagues in the Data Linkage Unit and the Integrated
Data Access & Release Unit to perform merging and transformation tasks, delivering integrated datasets to
clients in secure research environments, in accordance with data provider and ethical committee approvals.
MATU is looking for talented EL1 Linkage Transformation Managers who will lead small teams to undertake
work on transformation and a range of data merging projects. The ideal person for this job will a have strong
technical background with the capacity to undertake linkage transformation and extensive experience
collaborating and leading a small team to deliver on projects. This includes providing advice and assistance
to staff in the Group on software such as Splink and Databricks, and cloud environments.
Under general direction you will:
  • Work collaboratively with the Unit Head and other EL1 officers within the Unit and Group to provide
leadership and direction on the linkage transformation project.
  • Develop strategies to improve AIHW’s methods and processes for the linkage pipeline from various
sources as part of a national data linkage system.
  • Develop, plan, manage and undertake complex linkage transformation and merging projects.
  • Advise, liaise and negotiate with external researchers, government partners and other areas of the
Institute to develop and meet project requirements.

Selection Criteria

Our ideal candidate will have most or all the following skills and knowledge:
1. Achieves results by drawing on your own and others’ expertise to achieve goals in a collaborative

2. Cultivates productive internal and external collaborative working relationships, particularly with other
Government agencies and external research groups.
3. Communicates with influence both verbally and in written form with internal and external
stakeholders, colleagues, and clients, including ability to negotiate mutually beneficial outcomes.
4. Exemplifies personal drive and integrity to achieve work goals while maintaining integrity and
confidentiality. It includes providing impartial and forthright advice and facing challenges
constructively.
5. Well-developed data skills, including a demonstrated capacity to manipulate and interrogate data
sets using a range of software such as SAS, Spark, R, Python and SQL.
Desirable
6. Technical expertise and specialist knowledge in data integration pipelines, including the ability to
successfully deliver project improvements to enhance efficiency. This includes automation,
developing standard operating procedures, and providing mentoring and support.

Eligibility

  • a probationary period of six (6) months will apply to any new engagement to the APS.
