Community Service Officer (CSO) - 2025

Description
Under general supervision, the Community Service Officer performs animal control duties, public nuisance complaints, parking enforcement, and assists sworn and civilian staff with non-criminal duties. This is a part-time temporary, non-sworn position.
Examples Of Duties
ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Responds to calls for service and patrols the city limits for violations of the West Fargo Animal Ordinance; provides animal control and impoundment of stray animals; issues summons for violation of animal ordinances; educate the public with regard to animal ordinances.
  • Enforces parking ordinances for the City of West Fargo; tags and impounds vehicles.
  • Responds to calls for vehicle unlocks.
  • Assists support specialists with fingerprints or sex offender registrations as needed.
  • Responds to calls for found bicycles; transports found bicycles to the bicycle impound or bicycle storage; arranges for disposal of found bicycles from the storage facility.
  • Responds to calls for service and patrols the city limits for violations of the West Fargo Health Ordinance; follows department procedure to resolve Public Nuisance complaints according to the West Fargo Ordinance.
  • Creates cases for city code violations in case management system and documents activities, photographs, and other case-related items.
  • Prepares case reports for unresolved violations, submits cases to the City Attorney’s Office for prosecution, and testifies in court as necessary.
  • Plans, organizes and coordinates activities to ensure effective and efficient enforcement of City ordinances, regulations, codes and department standards.
  • Works with Inspections Department to inspect potentially dangerous buildings under the City building code ordinances and International Property Maintenance Code, and determines appropriate follow-up.
  • Prepares correspondence to property owners regarding notices of violations and ensures it is received in a timely manner.
  • Communicates courteously, professionally and maintains working relationships with others in carrying out job functions; conducts onsite inspections.
  • Works with other city departments on complaints or violations to determine solutions.
  • Assists with Community Engagement events with the city to include setup, organization, traffic control, presentations, and cleanup.
  • Prepares and maintains a variety of records and reports including documentation, photographs and time logs on violations; prepares written reports and records of activities involving parking violations, animal control, and public nuisances.
  • Maintains assigned vehicle and equipment in safe proper working condition; cleans and maintains vehicle and equipment as necessary; performs periodic maintenance checks on other equipment as necessary.
  • Works safely and identifies and reports unsafe work conditions; enforces and promotes safe work practices; encourages co-workers to support all areas of work safety.
  • Performs other duties as required or assigned.

Minimum Qualifications

MINIMUM QUALIFICATIONS
  • High school diploma or equivalent.
  • Must be actively enrolled in a college, university or trade school program from an accredited institution.
  • Valid driver’s license.
  • Ability to create and maintain effective working relationships with peers, superiors, other City departments, vendors, contractors, external government agencies and organizations.
  • Strong communication skills, both orally and in writing.
  • Ability to offer credible testimony in Court.
PREFERRED QUALIFICATIONS
  • Minimum of one year of completed post-secondary education.
