Bilingual Administrative Division Manager

Description


Boulder County Commissioners and Chief of Staff Department is seeking to hire a Bilingual Administrative Division Manager. The Bilingual Administrative Division Manager performs complex professional management and administrative duties and directly supervises the workflow and functions of the administrative and special projects staff in the office. This position will support the Commissioners’ Office in scheduling, budget preparation and monitoring, assisting with contract administration, and overseeing department administrative functions ensuring that they are aligned with county policy and legal requirements, while providing the best in public service. The ideal candidate is a self-starter who loves working with the public in a team environment, collaborating with other staff to deliver excellent service and maintain high standards while having fun.

This is a full-time, benefited position that will work Monday - Friday 8:00am - 4:30pm. A flexible work schedule may be available. This position will work out of 1325 Pearl Street Boulder, Colorado. Under Fair Labor Standards Act (FLSA) guidelines, this position is exempt.

Boulder County requires its employees to reside in the state of Colorado as of the first day of work.

2025 Hiring Salary Range: $62,520.00 - $76,284.00 Annually

Tentative Hiring Timeline:


  • Phone Screening: December 6th
  • First Round Interviews: week of December 9th
  • Second Round Interviews: week of December 9th
  • Language Proficiency Test: December 18th
  • Reference Check: December 20th

Examples of Duties

  • Plans, organizes, and coordinates schedules for the three elected officials on the Board of County Commissioners
  • Supervises workflow functions for assigned administrative staff within the department.
    Provides direct support for the Department Head and assigns projects to appropriate office staff
  • Participates as a member of the department management team in preparing and recommending organizational structure and major expenditures within the department
  • Participate in regular staff meetings, bringing positive, solution-focused ideas while celebrating the team’s successes
  • Demonstrate the values of our office and contribute new ideas to enhance these values: equity and inclusion, service, stewardship, collaboration, accountability, integrity, alignment, and teamwork
  • Interfaces with internal offices and departments and external vendors
  • Responsible for preparing and monitoring the annual budget for the department, including capital outlay, CEF, and relevant enterprise, special district or grant funding
  • Oversees daily operations in the areas of data entry, administrative and front desk functions, payroll entry, purchasing and general office management for the department
  • Assist department with contract administration
  • Perform back-up duties for payroll and timekeeping
  • Provide back-up coverage for front desk duties when needed
  • Conducts performance appraisals, counsels employees concerning performance and recommends personnel actions
  • Coordinates administrative functions and cross departmental collaboration for special projects
  • Participates in countywide committees to promote improved internal and external services
  • Organizes and conducts meetings with management to support implementation and success of strategic priorities
  • Ensures operations comply with county policies and legal requirements
  • Prepares a variety of technical, narrative, and statistical reports, as needed
  • Serves as an after-hours emergency responder as necessary
  • Performs related work, as required
  • May be reassigned during emergency situations

EDUCATION & EXPERIENCE:
Boulder County is looking for well qualified candidates to fill our positions. Any combination of relevant education and experience is encouraged. In this position, we are looking for a minimum of high school diploma or equivalent and 5 years of administrative experience, with 2 years in a supervisory capacity. Additional related education may count towards required experience.

BILINGUAL SKILLS:

**Vacation and Medical leave are based off of full time FTE accruals. Part-time FTE/term employees accrue leave based on the percentage of time they work.
