Analyst, Benefits & Leave


Position Overview
The Office of Employee Services (OES) supports the work of all school-based and Central Service staff and is comprised of the following teams:
  • The Benefits and Compensation team is responsible for the following: administering and encouraging adherence to a consistent classification grading philosophy; ensuring that DCPS administers compensation policies consistently and pursuant to relevant legislation and collective bargaining agreements; providing support to units during reorganizations, RIFs, and other periods of hire, transfer, promotion, and demotion; conducting classification reviews, administering position audits, and approving position descriptions; offering retirement counseling, guidance, and advanced planning; and administering the agency’s health, life, tax shelter, flexible spending, and supplementary benefits plans.
  • The HR Information Systems and Records Management team ensures systems data integrity, manages the data reporting function, processes personnel actions in People Soft, provides position management support for schools and Central Services, provides time and labor support, and manages the personnel filing system for all DCPS employees. The team also serves as a key HR partner to external agencies like the Office of the Chief Technology Officer (OCTO), the DC Office of Human Resources (DCHR), and the Office of Pay and Retirement Services (OPRS).
  • The Employee Experience (EE) team provides all new employees with robust onboarding support and leads the development and implementation of resources, workshops, and events designed to support employee needs. EE also supports procedural compliance related to background clearance checks for DCPS employees and manages additional support functions including the Employee Services helpline, walk-in visitor reception, and employee offboarding processes.
  • The HR Systems Development team manages the design, development, and overall strategy of several technical applications managed by Central Service teams. This technical team ensures that data is accurate and integrated between systems. It seeks to use applications and their data to improve and fine-tune processes so that the agency can accomplish its work efficiently and DCPS employees are empowered to easily use these systems.
  • The Strategic Staffing team is responsible for hiring for all positions in DCPS. The team provides budgeting support, works with principals and supervisors to develop their staffing plans and personnel budgets, and works with employees, principals, and hiring managers on staffing changes.
  • The Instructional Talent Acquisition and Retention division is responsible for the recruitment, selection, and retention efforts for educational aides, related service providers, instructional coaches, and teachers. This work includes nationwide recruitment to ensure that DCPS has excellent educators who are able to serve the diverse needs of our students.

The Analyst, Benefits & Leave is a key member of the team, responsible for supplying information to and resolving concerns of the team's many customers, including DCPS employees, agency partners, unions, contractors, vendors, and retirees. In this role, the Analyst supports essential benefits, leave of absence, and supplemental retirement functions so that they are well-executed and unit effectiveness is achieved. Although the Analyst supports several team functions, the Analyst's main responsibility is to serve as the team's customer service agent, and to provide responses timely and accurately.
The Analyst, Benefits & Leave will report to the Manager, Benefits & Leave.
Essential Duties and Responsibilities
The below statements are intended to describe the general nature and scope of work being performed by this position. This is not a complete listing of all responsibilities, duties, and/or skills required. Other duties may be assigned.
  • Responds daily to telephone inquiries, emails, written correspondence, and customer visits regarding benefits, leave of absence, supplemental retirement.
  • Works closely with the Benefits & Leave team members to monitor team databases and implement enhancements.
  • Compiles relevant information for dissemination to appropriate stakeholders.
  • Researches, develops, and composes special purpose reports and other documents for use in presentations, program development, policy formulation, data processing, and other program-specific purposes.
  • Performs a wide variety of data collection activities in collaboration with partner agencies and unions, including assisting in coordinating leave banks, the annual leave restoration process, and other leave-related programs and initiatives.
  • Assists in evaluating employees for eligibility for benefits and leaves of absence, and in processing the same.
  • Provides technical support assistance for data capture and report generation or analysis efforts; assists in performing audits of People Soft data; and processes transactions.
  • Works with agency and retirement partners to help coordinate supplemental retirement plans and systems.
Qualifications
  • Bachelor's degree and one year of experience OR two years of experience (no degree requirement), including human resources and/or customer service experience.
  • Computer proficiency, including MS Office Suite.
  • Previous exposure to or experience in the education sector a plus.
  • Strong oral and written communication skills, and ability to communicate effectively with individuals at all levels of the organization. Engaging speaker with active listening skills.
  • Takes initiative and uses a can-do approach to be flexible in spotting and resolving issues in a timely manner.
  • Provides excellent customer service and is skilled in dealing with difficult situations and personalities.
