Trainee/Associate on Internal Displacement and Migration

What we do

The International Committee of the Red Cross (ICRC) works worldwide to provide protection and humanitarian assistance to people affected by conflict and armed violence. We take action in response to emergencies and, at the same time, promote respect for international humanitarian law. We are an independent and neutral organization, and our mandate stems essentially from the Geneva Conventions of 1949. We work closely with National Red Cross and Red Crescent Societies and with their International Federation in order to ensure a concerted, rational and rapid humanitarian response to the needs of the victims of armed conflict or any other situation of internal violence. We direct and coordinate the international activities conducted in these situations.

Purpose of the post

  • The Associate will support the Global Adviser on Internal Displacement and Migration within the Unit of the Protection of Civilians in ensuring that the specific needs and vulnerabilities of internally displaced people (IDPs) and migrants (including refugees) are adequately integrated in the ICRC’s multi-sectorial operational response and policy and humanitarian diplomacy engagement for people affected by armed conflict and other situations of violence.
  • S/he will contribute to work related to external positioning, technical support to ICRC delegations in the field, capacity building, coordination and collaboration with Red Cross Red Crescent Movement partners, and overall guidance on the implementation of the ICRC’s complementary approaches to internal displacement and migration.
  • S/he will interact with colleagues working across different departments and units at HQ as well as with regional IDP/Migration advisers based in the field. S/he will have opportunities to autonomously develop and implement activities and to gain an in depth understanding of the ICRC’s protection work.

Accountabilities & Functional responsibilities

The Associate is expected to:

  • Assist in the development and roll-out of guidelines to support field delegations in operationalizing the ICRC’s complementary approaches to internal displacement and migration through context-specific responses;
  • Assist in the development and delivery of capacity building sessions and training materials on methodologies and/or topics related to the protection of IDPs and migrants;
  • Assist in the development and delivery of briefings for staff departing on mission to selected priority contexts;
  • Assist in monitoring IDP/migration-related responses implemented by delegations and identifying existing gaps, notably by carrying out analysis of delegations’ annual planning documents and debriefing of staff returning from field missions with a focus on selected priority contexts;
  • Assist with the monitoring of developments in the global and regional operating environment related to internal displacement and migration. This may include compiling updates from social and news media, providing summaries of external research and public reports, attending webinars, etc.;
  • Assist in organising, and/or reporting on, internal and external meetings and events, including in relation to relevant Red Cross Red Crescent Movement platforms ;
  • Assist in producing speaking points and presentations on topics related to the protection of IDPs and migrants for internal or external audience;
  • Assist in reviewing materials elaborated by other ICRC units/departments where an IDP/migrant perspective needs to be incorporated as well as in providing ICRC feedback to external reports and other documents related to internal displacement and migration in the context of inter-agency processes where the ICRC is involved;
  • Update relevant communication platforms, such as internal and external webpages and communities of practice tools;
  • Manage internal information, including storing and filing of documents;
  • Provide other logistical and administrative support as needed.

Desired profile and skills

  • University degree in international humanitarian law, human rights, humanitarian action, international relations, gender studies, migration, political sciences, social sciences, or other relevant disciplines. Specialized masters on migration or displacement are an asset
  • Proficiency in oral and written English, and fluency in Spanish and/or French. Knowledge of Arabic or Russian is an asset
  • Demonstrated interest in protection work in humanitarian settings and motivation to work for the Red Cross Red Crescent Movement. Experience with a National Red Cross/ Red Crescent Society is an asset
  • Field experience (including as a volunteer) working directly with IDPs and/or migrants
  • Experience with drafting and editing reports, concept notes, position papers, speaking points, etc.
  • Ability to plan, organise and work independently, including under pressure, and respect deadlines
  • Demonstrated ability to research, analyse, and synthesize information and to communicate clearly and concisely (written and oral)
  • Good interpersonal skills and ability to integrate and function in multi-cultural teams
  • Ability to adapt quickly to new circumstances and take initiatives
  • Competent user of Microsoft Office, including Word, Outlook, Excel, Power Point
  • Experience with information management tools such as Sharepoint, and with producing content for internet/intranet purposes

Professional Experience Required

As per the ICRC rules for Traineeships, applicants should have maximum two-year relevant work experience (on a paid contract) following their last degree.
