Ocean Economy and Finance Lead

This is a fixed-term contract that will end on July 31, 2027.

Why we are recruiting
The Sustainable Development Goal 14 (SDG14) – the ocean goal – has the lowest level of financial investment of any development goal despite being inextricably linked to achieving the broader sustainable development agenda. The private sector and philanthropic capital are not moving at the pace and scale needed in the ocean space to enable its role as an engine for economic growth, social prosperity, and the conservation and restoration of natural capital. A new economic and financial system for the ocean is required to achieve this potential.
The World Economic Forum’s Centre for Nature and Climate (CNC) is working on the finance and philanthropic agendas to develop thought and action leadership, with the aim to catalyse impact at speed and scale through multi-stakeholder collaboration to achieve critical goals across the climate and nature agenda.
The Forum's Ocean Action Agenda (OAA) seats within the CNC Nature Pillar to create innovative platforms at the nexus of science, business and policy and cultivates partnerships across business, government, academia and civil society to fast-track ambitious solutions for ocean health. The OAA team does this by: (1) supporting industry transitions towards nature-positive operations, (2) guiding investments into marine and coastal ecosystems, and (3) fostering an ecosystem of ocean innovation, enabled by financial opportunities.
The
Giving to Amplify Earth Action (GAEA)
is a global initiative that looks to build successful philanthropic-public-private collaborations across climate and nature. According to the Climate Works Foundation, out of all global philanthropic giving in 2021, less than 2% goes to climate mitigation. GAEA wants to first work on inspiring the world of giving to increase their annual contributions beyond the annual 2%, and secondly, help inform philanthropists who are the leading corporates and governments wanting to step up if their raise their game, designing a new generation of Philanthropic-Public-Private Partnerships (PPP Partnerships) for people and planet.
Through working closely with the Forum’s exclusive partnerships network, the initiative seeks to help design the enabling environment for a new generation of philanthropic-public-private partnerships (PPP partnerships) for climate and nature, where together we will be producing a series of key deliverables around how philanthropic-public-private collaborations can be designed globally and where to identify the critical areas of intervention in the ocean agenda to understand where PPP partnerships can have the biggest catalysing and unlocking effect.
The OAA and GAEA teams are collaborating to hire a Blue Finance Lead to spearhead the mobilization and direction of the private and philanthropic sectors investments into blue finance opportunities, enabling a wider ocean investment ecosystem.
Reporting Lines & Interactions
This position will sit between the OAA and GAEA teams within the Centre for Nature and Climate, and report to the Head, Ocean Action Agenda with a dotted line to the Head of GAEA. Internally, this position also requires interaction with the OAA, GAEA and other CNC teams, as well as colleagues across the Forum, especially from Philanthropic Organizations, Financial and Monetary Systems, Business Engagement and Partner Development teams, as well as Public Engagement team, Global Programming Group and others as relevant. Externally, you will work closely with Dalio Philanthropies, a key partner for these efforts, as well as with a broad range of international stakeholders and partners focusing on ocean financing, including international organizations, financial institutions, philanthropists, corporates, private investors and more.

Breakdown of main responsibilities
Project management:
  • Building the direct link between the Dalio Philanthropies team and the OAA and GAEA teams at the Forum to set the strategic direction of the work to build the foundations and enabling environment to incubate the right Philanthropic-Public-Private Partnerships in the ocean finance space.
  • Contributing to the development of research and knowledge products, as needed, on how to enable an ocean investment ecosystem to accelerate and scale funding to key ocean solutions.
  • Identifying communications opportunities to further the blue finance narrative in international sustainability fora and other relevant events, such as the Blue Economy Finance Forum.
  • Defining a workplan and clear roadmap that leverages opportunities in the ocean space to scale up investments.
  • Exploring and incubating ideas for potential initiatives that, through public-private-philanthropic collaboration, can drastically increase the funding directed to SDG14 and other ocean priorities, and are likely to contribute to transformational outcomes in key sectors and/or ocean ecosystems.
Stakeholder engagement
  • Identifying key Forum partners and potential partners to engage in the blue finance space.
  • Managing, developing and maintaining relationships with key philanthropies, corporates and other financiers interested in investing in the ocean, and identify concrete opportunities for such investments to materialize and secure wide impact.
  • Working in collaboration with consultants, subgrantees and other key stakeholders as required.
  • Lead the upcoming Global Future Council on a Regenerative Blue Economy.
Collaboration and partnership
  • Staying abreast of and track current ocean finance initiatives, sharing knowledge and policy and research developments to facilitate collaboration and integration.
  • Connecting and exploring opportunities to partner with key organizations and institutions that are already active in the blue finance space.
  • Exploring opportunities to showcase this initiative with the UNOC3 preparations, including the Special Event “Blue Economy and Finance Forum” to take place in spring 2025, ahead of the conference.
  • Collaborating internally with mobilization of ocean finance across the OAA work as well as CNC, as relevant.
Programme and Events
  • Designing, developing and delivering of events (sessions, virtual connect, face to face meetings) and programming relevant to blue finance and GAEA’s flagship events.
  • Supporting Forum flagship events – Annual Meeting, Sustainable Development Impact Summit and Annual Meeting of the New Champions.
  • Identifying key opportunities for the donor and key partners to engage in the ocean space, especially leading up to the Forum’s 2025 Annual Meeting and the Third UN Ocean Conference (UNOC3) in Nice in June 2025.
The successful candidate will be assessed on
  • Expertise and knowledge of economics and the ocean finance space and opportunities.
  • Strong communicator who is passionate about the sustainable development of impactful and scalable blue finance solutions.
  • Ability to drive philanthropic-public-private partnerships at the global level, and work with top level representatives of partnering organizations.
  • Excellent project and donor relationship management.
  • Experience project management skills to coordinate different stakeholders across different teams and geographies to keep everybody on track on key deliverables and products.
  • Experience in working international programming of events, agendas, curation of communities; excellence in event planning and logistics.
  • Experience and ability to engage and mobilize philanthropies, private investors and other the financing sector to create opportunities for large scale impact in the ocean.
  • Be a quick learner of complex issues and organizational dynamics.
Preferred Requirements and Experience
  • Master’s or doctoral degree in relevant subjects (finance, business management, economics, international relations)
  • 7-10 years of relevant professional experience in the public, private or civil society sectors, with significant experience building partnerships and mobilizing finance across sectors, especially financial institutions and philanthropy.
  • Motivated self-starter who enjoys working in a highly collaborative environment.
  • Outstanding organization, project and team management skills.
  • Ability to thrive in a fast-paced environment characterized by unstructured problems and high levels of information ambiguity.
  • Servant-leadership attitude, mission-oriented mindset, entrepreneurial and strategic skills with high standards of professionalism and integrity and strong international network
  • Strong problem-solving and analytical skills, and ability to communicate complex information succinctly, manage competing priorities and working on multiple projects at the same time
  • Capacity to apply critical thinking, consult broadly and develop strategies, which balance both long- and short-term objectives
  • Excellent communication skills: outstanding command of English; French (or other language) desirable
