GENERAL CONTEXT OF THE POSITION
Médecins Sans Frontières is an international independent medical-humanitarian organization, which offers assistance to populations in distress, to victims of natural or man-made disasters and to victims of armed conflict, without discrimination and irrespective of race, religion, creed or political affiliation. Each individual working with MSF does it out of conviction and is ready to uphold the values and principles of MSF. The MSF movement is built around six operational directorates. MSF OCBA is one of those directorates. The operations are implemented by field teams and the mission coordination teams; together with the organizational units based in Barcelona and decentralized in Nairobi, Dakar and Amman. The field operations are guided and supported by 5 Operational Cells, the Emergency Unit and other departments supporting operations, including the HR Department.
Tembo Vision is a Learner-centered space that provides efficient digital learning and development opportunities adapted for all MSF staff, to be better contribute to MSF operations and MSF social mission. The mission of Tembo is to become a personal and organizational digital learning & development ecosystem used across MSF, supporting mutualization and gaining efficiency between OCs, and providing a space for all MSF staff to learn, develop themselves and share knowledge.
JOB GENERAL OBJECTIVE AND PLACE IN THE ORGANIZATION
- The Head of e Learning is responsible for functional designing, optimizing the Tembo platform to align with L&D and partners strategies and user needs. This role ensures the delivery of relevant, high-quality learning experiences and the coordinated use of the platform across the MSF movement.
- Directly accountable to the Tembo Director, and as part of the Tembo Management Team, he/she provides strategic direction on Tembo’s e Learning strategic priorities and product evolution. He/She develops a realistic, measurable, and achievable Annual Operations Work Plan and mid-term revisions, ensuring coherence with the Tembo’s Business case, Mission, and Vision.
- Playing a key role in implementing Tembo’s governance model, the Head of e Learning will also represent Tembo in both internal and external e Learning forums and platforms.
Keys Responsibilities
- Define with the Management Team, Tembo's Business strategy, annual planning, and budgeting processes to enhance the relevance, quality, and evolution of Tembo's products and services in alignment with L&D strategies and user’s needs.
- Work with the L&Ds units to define Tembo e-learning strategy, objectives, and outcomes in line with organizational goals. And in particular, will participate in the definition of Tembo strategy for 2026.
- Design, develop, and supervise the implementation of the Tembo e Learning services' planning and budget, aligning it with Tembo's business and services catalogue. Actively participate in the review, organization, and planning cycles to maintain coherence with the annual plans.
- This position will play a key role supporting the new governance model of Tembo. In particular, the Head of e Learning will be responsible for coordinating a dedicated working group composed by Tembo members & stakeholders (OCs L&D units & IT departments members).
- Establishes and cultivates strong working relationships with MSF OCs/entities and other initiatives, dedicatedly, explores and respond whenever feasible, to their distinct needs.
- Beyond implementation of new governance, the Head of e Learning should promote Tembo services and value proposition among the different MSF & external stakeholders and should seek active engagement and foster possible collaborations with new partners.
- Oversee and guide the e Learning team, providing leadership and support to ensure effective collaboration, on-time project delivery, and high-quality outcomes.
- In close collaboration with the Tembo Resource Manager, the Head of e Learning is responsible for hiring, training, managing, and developing the e Learning team.
- Together with IT department, collect and analyze users’ feedback to understand learners' needs, preferences, and pain points, and use the insights to assess and propose changes.
- Define, produce, provide methodology, guidelines, processes, tools, and good practices for digital learning solutions, while also ensuring and monitoring compliance with them.
- In collaboration with the Production department, ensures the implementation and dissemination of the new learning services catalogue among the different stakeholders (L&D units and Learning initiatives). Participate into its update process planned in 2025.
- Define, agree and implement the new Change Request Procedure together with the external stakeholders and partners. This common framework will centralize and prioritize all proposed changes to maximize the use of Totara platform (currently hosting Tembo Learning Management System.).
- Analyze Tembo data and analytics to track learner progress, engagement, and performance, generating reports and insights for stakeholders to make data-driven decisions.
- Ensures quality and timely services deliverables to all stakeholders and partners. Monitor and report on the performance of learning services, including partners satisfaction.
- Stay current with emerging trends and best practices in digital learning and propose the integration of new technologies and strategies into services when relevant.
- Ensure the e Learning team participation in initiatives/projects where their input is required and needed.
- Foster and encourages collaboration between Learning teams and other Tembo Departments. Promotes positive and dynamic collaboration and effective ways of working within his own team and when interacting with other Tembo departments.
SELECTION CRITERIA
- Minimum of 3 years of experience in management of complex projects involving diverse teams & multiple stakeholders.
- University degree in a relevant field (Education, Instructional Design, e Learning, Project Management or a related field), OR equivalent work experience.
- Previous experience in the international humanitarian sector and/or with MSF (including field experience) is a strong asset.
- MSF subject matter knowledge in operations, medical or logistics and/or experience integrating MSF field-focused needs into e Learning initiatives is highly valuable.
- Excellent negotiation, conflict management and problem-solving skills.
- Excellent project management skills with the ability to handle multiple projects and stakeholders simultaneously.
- Excellent organizational, analytical, and planning skills. Capacity to prioritize tasks & meet deadlines.
- Demonstrated communication and facilitation skills, including in multicultural settings.
- Previous experience in digital learning technologies, instructional design or technical knowledge in IT will be valued but is not mandatory. Curiosity and strong interest for education & innovative e Learning solutions is highly desirable.
- Fluency in English is required. Fluency in French and/or Spanish is highly desirable.
- Solid digital skills (Word, Excel, PPT, Power BI, Mural etc…).
CONDITIONS
- Position based in any MSF-OCBA Hub (Barcelona, MSF-Spain office delegations, Amman, Bogota, Dakar or Nairobi). Final location will be subject to the employability of the preselected candidate (residency, work permit, etc.).
- Annual gross salary: HQ-4B + secondary benefits based on MSF OCBA Reward Policy. Subjected to local conditions
- Duration of position: Until Dec. 2025.
