Project Accountant (Pioneer Road)
Your role
Our major Oil and Gas Downstream Client is looking for Project Accountant who will report to the Project Manager and provide overall financial controls of multi projects, in line with the Client's and Controls Integrity Management Systems (CIMS).
Contract length: 12 months
Pay: $5,000.00 - $6,000.00 per month

Our major Oil and Gas Downstream Client is looking for Project Accountant who will report to the Project Manager and provide overall financial controls of multi projects, in line with the Client's and Controls Integrity Management Systems (CIMS).
- Project finance management: project cost estimates, invoice processing, monthly bookkeeping (accrual and reclassification), monthly financial stewardship reporting and project financial closeout (write-off and write-on of assets)
- Review fee proposal and ensure it is according to the vendor's service agreement (if applicable), seek client's DOAG approval, submit to procurement for PO creation meeting minutes documentation
- Support in developing Project Execution Plan, WBS, RACI, Tender Event Schedule (TES),RFI, Procurement Evaluation Plan, Project Financial Control Plan, and Project Financial Closeout Plan
- Quarterly and year-end management reporting
- Design, implement and administer sound financial control systems and procedures by utilizing the Financial Controls Plan to ensure data integrity, safeguard assets, properly authorize transactions, and optimize project resources
- Ensure that consistent and sound procedures exist for timely and quality financial reporting which contributes to effective policy and decision making
- Ensure that procedures and practices for accounting records and reporting comply with the Client'sand local accounting practices and law, and meet the Project requirements by being timely, accurate, and complete
- Handle financial and accounting issues in the project
- Lead the cost estimation process formultiple projects and work closely with E&PS Quantity Surveyor,etc.
- Implement the Controls Integrity Management System (CIMS) for the project - using the Risk Assessment Tool, Control Catalogs, Gap Analyses, and Change Management Tools
- Identify financial control weaknesses and issues by using CIMS tools and techniques, and propose and implement appropriate corrective actions
- Ensure that contractors' control systems are appropriately reviewed
- Cooperation with control groups and/or with Internal Audit
- Offer guidance and assistance with respect to the Client's Delegation of Authority Guideline (DOAG)
- Serve as the access point to ensure efficient and effective interface processes with BAR Manager, Controllers, Audit, Treasurers, Tax, Procurement, the Client's Risk Management, and other departments for Controllers/ financial issues
- Ensure that the detailed budget format and the commitment and expenditure records are compatible with the project execution plan
- Lead the Planning and Budgeting Process including cost estimation and submit to E&PS Evergreen system
- Ensure appropriate coordination and follow up for internal and external audits including special audits
- Promote sound contractors' control policies and practices, including review and assessment of contractors' control systems in cooperation with control groups in the Project.
- Interface with contractors concerning accounting and invoicing issues
- Examine invoices in accordance with procedures to ensure compliance with contract terms
- Ensure invoice review in accordance with applicable procedures
- Provide assistance and independent analysis for claims settlements and incentive (penalty or bonus) payments (if any)
- Consistent with Procurement's Contract Development/Implementation process, participate in contract reviews and as a member of the tender evaluation team.
- Have relevant College / University degree and/or technical diploma
- Have expert knowledge of Joint Venture Reporting and budget controls
- Have thorough understanding of acceptable accounting practices and SAP, if possible
- Have 5 + years in positions related to General Accounting, Financial Reporting, Treasurer’s, Controller’s
- Have Previous successful leadership role in Controller’s and previous experience in Oil and Gas (Upstream, Downstream or Chemical), preferably
- Have the ability and desire to function in an integrated project team environment
- Have the ability to work in harsh environments, in stressful situations, with ever changing priorities
- Are proficient in Microsoft Office suite of software programs, Lotus Notes, etc.
- Are able to read, write, and speak fluent English, especially as required to function effectively within a project team and to communicate with project management, contractors, and sub-contractors
- Have demonstrated ability to develop successful working relationships with emphasis on leadership, interfacing, and mentoring in a team environment
- Have SISV and/or RICS professional membership (added advantage)
