Deliver consistent but appropriate cost management structures for major, complex projects.
Roll-out of the emerging Company standard tools and processes, as appropriate for each project's life cycle development & execution phase.
Provide project management support in the development of cost breakdown structures (CBS) and their population from the estimate.
Develop Work Breakdown Structure (WBS) and document Cost Time and Resource (CTR) sheets for phased cost estimates in line with the Company guidance notes for agreement and sign-off by the CTR budget holders.
Provide project guidance for creation of accurate monthly cost reports, identifying variances from the plan on commitment
value of work done, changes and currency fluctuations against approved Authorities for Expenditure (AFEs).
Develop and implement the change management process for projects.
Provide guidance on trend analysis and the assessment of change impacts on cost.
Participate in peer reviews and other Assurance events.
Contribute to the development of junior staff through coaching and training in cost engineering practices, tools and techniques.
Drive and raise awareness of the importance of developing the cost management structure in early project phases.
Pre-Contract Stage
Developing cost plans and estimates through the design phase, delivering updated cost plans at appropriate design milestones.
Providing commercial input to design optioneering and input into value engineering exercises.
Reviewing contractor and subcontractor pricing and leading negotiations on behalf of the client to drive fair contract prices.
Analyzing existing budgets and making improvements, reviewing plans and preparing quantity estimates, negotiating with various contractors and vendors, as well as building relationships with clients and site managers.
Presenting detailed information of a progress of work on a periodic basis to enable payment for those works carried out to date.
Providing advice, recommendations, and suggestions to managers and clients on innovative improvements and new strategies.
Post-Contract Stage
Performing quantity surveying, cost controls and change management activities throughout the project lifecycle.
Ensuring that post-contract cost variances and change control processes are managed effectively.
Ensuring that cost auditing and valuation work is managed effectively and that a robust process for cost validation is in place.
Carrying out the production of monthly cost reports for presentation to the client.
Ensuring that final accounts are negotiated and agreed in a timely manner.
Compiling as built cost estimate records for benchmarking purposes.
Led the QS team, ensures accurate measurement of the subcontractor progress construction for payment application. Reviewed forecasted quantities and costs, to manage for better control of project delivery.
Tracked dan monitored the accurate actual cost, analyzed trends and variances to develop realistic Project forecasts incorporating all scope.
Ensured the post-contract cost variances and change control processes are managed effectively.
Carried out the production of the monthly cost reports. Compiled as built cost estimate records for bench marking purposes.
Qualifications
Engineering Degree in Civil, Mechanical, Electrical and/or Certification as a Cost Engineer or equivalent experience.
Minimum 12 years industry experience in lead cost engineering positions.
Minimum 7 years in lead cost engineering position in Mining and or O&G industry.
Willing for project site work (remote condition).
Excellent analytical, oral and written communication skills
Experience in managing small teams of junior personnel.
Fully versed with Cost Control principles and techniques
Fully versed and or fully knowledge with FIDIC Red Book, a standard contract used for construction projects where the contractor executes works based on the employer's design. It provides a robust framework for contractual relationship.
Fluently in English Language and Bahasa Indonesia
MS office - Microsoft Project, Microsoft Excel, Microsoft Power Point, Microsoft Word
